Focused, thorough PNP reform eyed

NEW Philippine National Police chief General Guillermo Lorenzo T. Eleazar yesterday assured the citizenry that under his command, the PNP will be implementing his own Intensified Cleansing Policy or ICP patterned after the broken window theory which basically states that small problems must be fixed immediately before they get worse.

The member of Philippine Military Academy ‘Hinirang’ Class of 1987 first launched the ICP program which proved to be effective and a hit to the public when he was still the National Capital Region Police Office director,

The ICP is divided into three main thrusts that would cover the entire continuity of reform programs in the PNP under Gen. Eleazar: First is Intensified Cleanliness Policy in the Offices which ensure that all PNP precincts, stations and offices are clean and presentable.

“Kung sa bukana pa lang ng police station ay makikita na ang nagkalat na upos ng sigarilyo at basurang nagkalat, at kung sa bukana pa lang ay mapanghi na ang simoy ng hangin, mahihirapan tayong makuha ang respeto at tiwala ng ating mga kababayan na ating pinagsisilbihan,” he said.

Second is the Intensified Cleanliness Policy in the Ranks which focuses not only on internal cleansing but also on reform programs that would shield the PNP from erring cops and bust the culture of wrongdoings among policemen.

This include the introduction of QR Code System in the Recruitment, he said.

“Sa QR Code or Quick Response Code, walang pangalan, walang mukha, only their qualifications would be the basis of their evaluation,” the 26th PNP chief said.

He said that he will be ensuring that there will be no more ‘palakasan or padrino system’ in the PNP recruitment system which has produced police officers who are not psychologically fit to join the organization but managed to enter the PNP with the help of their influential patrons.

Gen. Eleazar said this is the reason why there are some policemen who have killed themselves, or have been killing others without any reason or worse, even sexually abusing their own children.

Another is Effective Supervision to ensure good leadership by example down to the lowest units.

“Even if we have qualified new PNP personnel with the proper training, kung ang madadatnan naman nitong mga bagitong pulis ay mga kasamahang bad influence na magtuturo sa kanila ng mga maling sistema ng pangongotong, pagiging tamad, abusado at gahaman sa pera, wala ring mangyayari,” Gen. Eleazar said.

Third is the Intensified Cleanliness Policy in the Community which focuses on peace and order problems in the community.

Its particularly focuses on the prevention of street crimes. “Halos lahat ng krimen ay nag-uumpisa sa maliliit na bagay. Magsisimula ito sa simpleng paglabag ng ordinansa gaya ng pag-inuman sa kalye. Kapag nalasing ay maghahanap ng away at mambabastos ng kababaihan hanggang mauwi sa seryosong krimen gaya ng patayan. Kapag ganyan, malaki na ang problema,” he said

Gen. Eleazar also batted for the need to have an Improved Complaint Referral and Monitoring System in the PNP.

“I assure our kababayans that once you report your concerns, it is considered as a direct order from me as the Chief of the Philippine National Police to all police stations and units to respond and give immediate actions. Sumbong mo, aksyon ko!,” he said.

The new PNP chief said he also wants his men to further press their campaign against illegal drug trafficking and abuse thru an Illegal Drugs Clustering System which is like creating barangays within a barangay.

“Ang clustering ay maaring ang existing sitios, puroks, condo buildings, subdivisions o kumpol ng kabahayan depende sa assessment ng Barangay Anti-Drug Abuse Council o BADAC. Mas pinaliit ang lugar, mas madali ang pag-monitor ng galaw ng mga adik at pusher. At mas maraming cluster sa isang barangay, mas mabuti.” He said.

The PNP chief also said the PNP will be playing a major role in th government’s effort to fight communist insurgency and terrorism.

“The more we make our presence and service felt in the grassroot communities, the more we manifest collaboration with the barangay citizenry—the more we gain ground in the fight for both communist insurgency and terrorism,” he explained.

Gen. Eleazar, who also happened to be a former PNP Anti-Cybercrime Group director said he wants an effective anti-cybercrime campaign by the police force.

“Cybercrime Effective law enforcement demands that we in the police force must always be at least two steps ahead of the criminal elements, and effective law enforcement demands that we in the PNP should extend our motto of serving and protecting the Filipino people from the streets to the information superhighways,” he said.

Last but not the least, the top cop said the PNP will need all the cooperation they can get from their personnel and the community in their effort to help the government further curb down the spread of the deadly COVID-19 virus in the countr.

“Tandaan natin, hindi alam ng COVID ang pagkakaiba ng ECQ, MECQ, GCQ, at MGCQ, ang alam lang nito ay pag nagrelax tayo at nagdikit dikit tayo, yari tayo,” he said.

OFFICERS, MEN WELCOME, HONOR ELEAZAR, SINAS

OFFICERS and men of the PNP on Friday welcomed their 26th chief, Gen. Eleazar, a son of a World War 2 veteran from Tagkawayan, Quezon as he officially assumed the helm of the 210,000-strong force.

PNP Deputy Chief for Operations, Lieutenant Gen. Joselito M. Vera Cruz said that Gen. Sinas was able to handle the PNP well and that “your valuable service even to the risk of your health is very commendable.” Gen. Sinas contracted the COVID-19 virus early this year but was able to fully recover after two weeks in the hospital.

Lt. Gen. Vera Cruz, set to become the PNP Deputy Chief for Administration said the PNP looks highly at Gen.. Eleazar as the leader who will continue to enrich the finest tradition of Service, Hoor and Justice and jeep aflame the passion for excellence in public service.

Saying that Gen. Eleazar ill undoubtedly be an inspiration of honest service and leadership in the PNP, LT. Gen. Vera Cruz said that ‘it is not an exaggeration to say that you’re a worthy successor to Gen. Sinas as you have proven time and time again.”

The official said that Gen. Sinas has laid the foundation for Gen. Eleazar whom he assured of the full support and cooperation of the more than 200,000-strong PNP nationwide.

Lt. Gen. Vera Cruz said that Gen. Eleazar will actually serve as a ‘beacon of hope in this uncertain time and further motivate our men to do their duties.’

The official said that with Gen. Eleazar leading the police force, “the PNP emerges stronger and united under a new leadership to ensure continuity of command and enduring implementation of policies and programs.’

Lt. Gen. Vera Cruz also paid tribute to Gen. Sinas whom he said is being recognized for his exemplary leadership as a commander who inspires all PNP personnel by boosting their morale, developing their skills and enhancing their capabilities.

The three top officials are all products of PMA ‘Hinirang’ Class of 1987. Vera Cruz said that as the 25th PNP chief, Gen. Sinas ‘exemplified effective and efficient character and leadership which are vital in facing challenges in his command.’

“As a professional police officer for more than three decades, General Sinas has likewise contributed significantly to building the PNP into an organization that is adequately prepared to perform the mission to serve and protect our people,” Lt. Gen. Vera Cruz said while adding that Sinas will leave an unblemished record as an officer and a public servant who instilled in his men that policing is all about people.
