FL Marcos’ name-dropper nabbed for robbery-extortion

A 48-year-old Cebu resident who claimed to be close to First Lady Liza Araneta-Marcos to extort money from a businessman in Metro Manila was arrested by agents of the Philippine National Police Criminal Investigation and Detection Group in an entrapment operation on Monday in Pasay City, the Journal Group learned yesterday.

Francisco ‘Isko’ Ouna, of Looc, Mandaue City in Cebu, along with his companions Joselito Agtuca,46; and German Reveza,42, said to be a member of the Philippine Marines, were arrested during the sting at Em Ha Noi in Bluebay Walk, Metropolitan Park Building on Diosdado Macapagal Boulevard in Pasay City at around 8 p.m., said PNP-CIDG director Major General Romeo M. Caramat Jr.

Members of the CIDG National Capital Region Field Unit headed by Colonel George B. Buyacao Jr. conducted the entrapment operation following a complaint from one Gerald Hidalgo.

The complainant told CIDG-NCRFU investigators that Ouna demanded P5 million from him in exchange for the unhampered operations of his smoke emission testing and medical business at the Land Transportation Office.

The man also complained that Ouna told him that if he refused his demand, he allegedly could talk to the First Lady and seek the cancellation of his business transactions with the LTO.

Out of fear, the complainant went to the CIDG-NCRFU headquarters in Camp Crame to file an official complaint and seek the arrest of the suspect.

Recovered during the sting were the entrapment money topped by a marked P1,000 bill, a caliber .45 semi-automatic pistol with three magazines containing 32 live ammunition and a License to Own and Possess Firearm, a Firearm Registration and a Permit-to-Carry-Firearm-Outside-of-Residence, all under the name of Agtuca.

All the suspects were charged with violation of Article 293 of the Revised Penal Code for robbery-extortion before the Pasay City Prosecutor’s Office.
