FBI Academy graduate is new Rizal top cop
COLONEL Felipe B. Maraggun, one of the few Philippine National Police officers who graduated from the United States Federal Bureau of Investigation Academy, on Saturday took over as the new Rizal Police Provincial Office director.
“I stand before you today as the newly-installed Provincial Director of Rizal PPO, grateful for the trust and confidence of the leadership of Rizal province, humbled by the highest honor, my fellow police officers can hope for, inspired to take up the next challenge of my career, but at the same time mindful of the sacrifices of our fellow officers, some of whom have dedicated their very lives in the name of peace,” said the official from PNP Academy “Buklod-Diwa” Class of 2001.
Maraggun, in his assumption speech, vowed to lead a much stronger Rizal police’s campaign against criminality.
He took over the Rizal police’s top post vice Col. Rainier M. De Chaves. “Ang pangunahing isyu na dapat harapin sa ilalim ngaking pamumuno ay ang crime prevention o paghadlang sakrimen.
While we have developed the methodology to deliberately reduce crime, as evidenced by the decreasing trend in crime statistics in certain areas, the reality is that the fear of crime remains in the hearts and minds of our citizens,” he said.
“Naroroon pa rin ang takot at agam-agam ng mga magulang tuwing umaalis ng bahay ang kanilang mgamahal sa buhay. Ito ang nais nating baguhin.Gusto nating masiguro na bawa’t anak, kapatid, kasambahayay ligtas sa kapahamakan at makakabalik ng maayos sakani-kanilang tahanan,” he added.
The official expressed belief that it is high time to go back to the basics of policing and institutionalize the implementation of Managing Patrol Operations.
Maraggun called on his men to ensure their presence in the streets at all times since it is a proven anti-crime deterrent. He also vowed a much stronger police-community partnership in Rizal, where he will ensure that every policeman will be responsible for the community he is guarding.
He added that he wants a sustained implementation of their anti-crime strategy called Enhanced Managing Police Operations or EMPO which aims to regularly audit crime incident reports at the police station level and use the generated data to identify ‘crime hot spots’ and ‘crime patterns’ and see to it that interventions are made including checkpoints, foot and mobile patrols and focused and intelligence-driven operations against drug personalities, most wanted persons, rogues in uniform and criminal gang members..
Maraggun, a native of Sta. Maria, Isabela, is a graduate of the FBI National Academy Session 252 in 2013 at the FBI Academy in Quantico, Virginia, USA and holds a Certificate in Criminal Justice Education at the University of Virginia in Charlottesville, Virginia.
