A confessed hitman for the infamous Davao Death Squad (DDS) alleged Vice President Sara Duterte was behind Oplan Tokhang in Davao City during her time as mayor in 2012.

Former Davao Senior Police Officer Arturo Lascañas made this explosive revelation to the media from a location he did not disclose for his safety.

“Diya nga ang pasimuno nitong Oplan Tokhang nung maupo siya as mayor (at) in-appoint nya si Bato Dela Rosa as Chief of Police ng Davao City,” Lascañas said.

“Sinabi sa akin ni Bato Dela Rosa na nag-craft sila ng panibago ngayong extra-judicial killing na campaign against illegal drugs which is Toktok Hangnyo mraning Tokhang,” he added.

Lascañas faced the media amidst reports that the International Criminal Court (ICC) is conducting its pre-trial investigation of the charge of crimes against humanity against former President Rodrigo Duterte.

He said he cooperated with the ICC, submitting a 186-page affidavit to the international tribunal that included his testimony on his knowledge about the involvement of the elder Duterte and VP Duterte on extrajudicial killings (EJKs) in Davao City.

He estimated the number of EJK in Davao City in the thousands.
