CAAP holds GAD workshop

THE Civil Aviation Authority of the Philippines (CAAP), through its Committee on Gender and Development Focal Point System (GADFPS), held a workshop on GAD Strategic Planning and 2024 GAD Budget Planning at Plaza Lodge Hotel from August 16-19.

During the four-day workshop, CAAP personnel were familiarized with the fundamental concepts of GAD Strategic Planning; reviewing the concepts of Gender Analysis as well as GAD Planning and Budgeting.

The participants formulated the CAAP GAD Agenda and the 2023-2028 Strategic Plan, aligning the Authority’s efforts with national development objectives. Moreover, they also proposed innovative programs and projects, utilizing the Harmonized Gender and Development Guidelines (HGDG) checklist, to drive positive change within the Agency.

To ensure a comprehensive understanding of the process, the participants conducted a review of the GAD Strategic Planning Concept in order to be equipped with the tools necessary to develop CAAP’s GAD strategic framework and plan, emphasizing gender equality and women empowerment.

The workshop was then followed by CAAP’s courtesy call to Philippine Military Academy (PMA) officials in the latter’s headquarters in Fort Del Pilar, Baguio City. The meeting focused on enhancing coordination and collaboration between the military, particularly the Philippine Air Force (PAF), and the CAAP. Discussions included exploring training opportunities for military personnel at the Civil Aviation Training Center (CATC), promoting mutual understanding, and strengthening joint efforts to maintain the safety and security of the Philippine airspace.

An additional topic covered during the meeting was the Civil-Military Alliance (CIMAC). Through CIMAC, CAAP issues airspace clearances to define areas of military activities and provides full air traffic services for all military flights, thereby ensuring operational safety.

PMA GAD Officer and Deputy Master of Arms, Major Almira C. Jabagat briefed CAAP on its Gender and Development Programs, following a meeting between CAAP and PMA officials which discussed coordination and collaboration between CAAP and the military.

“This Gender and Development (GAD) program briefing is a good collaboration between CAAP and PMA as it sets an opportunity for benchmarking our own GAD programs. The PMA has shown its commitment to integrating GAD principles into its operations and now, we were able to gain insights into their approaches, best practices, and strategies in advancing their initiatives,” said Director General Captain Manuel Antonio L. Tamayo during his message.

Furthermore, according to DG Tamayo, the significance of the recent GAD Strategic Planning and GAD Planning and Budgeting workshop is magnified when viewed through the lens of the upcoming 58th Directors General of Civil Aviation Conference, with its theme, “Promoting ICAO Gender Equality Programme in conjunction with Next Generation of Aviation Professionals (NGAP) initiative which will be Vice Chaired by the Philippines in Dhaka, Bangladesh from October 15-19.
