Solon hails efforts to prevent power hikes in Albay

A party-list solon thanked the Executive department and members of Congress for their collective efforts to alleviate power supply in the province of Albay.

Ang Probinsyano Party-list Representative Alfred “Apid” delos Santos said the agreement between the two branches will also prevent imminent power hikes due to the Province’s overexposure to the spot market.

“I express my gratitude to Senator Bong Go for intervening in this issue and Secretary Cusi, of the Department of Energy (DOE), for approving the power supply agreement to increase power supply in Albay. I also thank my fellow Albayano Cong. Joey Salceda for his efforts in reaching an understanding with Malacañang and DOE for the emergency power supply agreement, ” Delos Santos said.

The DOE has issued a certificate of exemption from Competitive Section Process (CSP) to Albay Power Electric Cooperative (APEC) for six months.

This will allow APEC to engage in an Emergency Power Supply Agreement (EPSA) and purchase 100 percent from other power suppliers in the Wholesale Electricity Spot Market (WESM) at a lower price of PhP6.70/Kw instead of PhP13.47/Kw. The exemption from CSP will bring down electricity rates from the current price at PhP13.20/KwH down to PhP9.40/KwH.

“This development will make sure that lights will not go out in Albay households, and keep the rates in a more bearable, low prices.

“I join Cong. Salceda in making sure that structural changes will be made to help APEC to provide a more permanent solution to the power supply issue, and avoid another overexposure in the spot market,” he added.
