SD card kayang ‘i-reformat’

NAAPAG-alaman na ‘napapakialaman’ at kayang palitan umano ang mga resulta ng halalan matapos ang isinagawang bidding na pinanalunan na naman ng Smartmatic dahil sa pagdiskuwalipika ng isang bidder dahil lang umano sa teknikalidad.

Sa manifestation and verified complaint ng natalong bidder ng Pivot International, Inc., and Power Serve (PSI), Inc, Joint Verntures na kinakatawan ni Steven Allen Bhyer sa Commission on Election (Comelec), nag-akusa sila na kaya umanong irefortmat ng Commission on Elections (Comelec) ang mga umano ay “WORM” o Write Once Read Many card.

Sa WORM card pinapasok ang mga resulta ng boto galing sa mga city at municipal canvasser patungo sa Comelec central kaya hindi nito maaaring baguhin ang mga existing data, kagaya ng resulta ng halalan, hindi puwedeng burahin o kaya ireformat.

Gayunpaman, sa bidding na isinagawa ng Comelec noong Marso 5, 2021, para sa Vote Counting Machines (VCMs) Refurbishment with Consumables – 2nd Bidding (SBAC Ref. No. 01-2020VCRM) noong Marso 5, 2021, nag-akisa ang complainant na naireformat ng Commission on Elections Technical Working Group (COMELEC-TWG) ang mga SD cards na ginamit noong nakaraang eleksyon ay hindi pala tunay na secured o WORM cards.

Sa reklamong isinampa ng Joint Venture na tanging kalaban ng Smartmatic sa P400 million halaga ng nasabing VCM refurbishment, inatasan ang mga bidder na magsumite ng Secured Digital (SD) at WORM SD card para sa testing.

Nabasa naman umano ng VCM ang SD Card na isinumite ng Joint Venture ng VCM ng Comelec.

“During the testing, however, the Comelec provided VCM did not detect WORM SD card that the Joint Venture supplied. This is because they tampered the WORM cards when they were reformatted by the TWG, automatically triggering the write-protected mode of the cards. As a result, the WORM SD Cards could no longer be read by the VCMs because they entered the write-protected mode,” ayon sa reklamo ng Joint Venture.

“When the Sample SD card were not read by the the VCM, the SBAC-TWG brought out another SD Card, which was supposedly used during the the previous elections, reformatted it in one of the computers of the SBAC-TWG, and then inserted it into the VCMS,” bahagi pa ng reklamo ng Joint Venture.

Laking gulat ng Joint Venture ng basahin ng Comelec supplied VCMs ang mga “tampered SD cards” subalit hindi ang “reformatted WORM card” na pinakialaman rin ng SBAC TWG sapagkat secured cards lang ang dapat basahin ng mga VCM at hindi ang mga ginalaw, na-reformat o second-hand SD cards.

Iginiit rin ng kumpanyang Joint Venture na tama lamang na hindi basahin ng VCM’s ang tampered WORM cards dahil hindi talaga maaaring ireformat, burahin o baguhin nino man mga linalaman o lalamaning data nito bilang bahagi ng kaniyang security feature at specification.

“It must be stressed however, that the SD card supplied by the SBAC-TWG during the testing was clearly not a WORM card because it can be reformatted. Simply put, a true WORM SD Card such as the WORM SD Cards provided by the Joint Venture from its supplier Flexxon, should not and cannot be reformatted. To reiterate, WORM SD Card are unalterable, non-rewritable, and non-erasable ensuring dating intergrity within the WORM SD Cards,” ayon pa sa reklamo.

Gayunpaman, labis ang pagtataka ng Joint Venture dahil nagawang basahin ng COMELEC VCM and mga ine-reformat na SD Cards ng SBAC TWG na ginamit pa noong nakaraang halalan na hindi umano dapat nangyayari sa kung ang layuning ay magkaroon ng isang ceedible at transaparent automated elections sa darating na 2022.

Dahil dito, diniskuwaipika ng Comelec ang Joint Venture sa nasabing bidding kaya naiwan ang Smartmatic na idineklarang nanalo sa nasabing proyekto na naghahalaga ng P400 Million.
