‘Richest’ town in PH seeks cityhood

CARMONA, Cavite – The House Bill (HB) No. 3968, or “The act converting the municipality of Carmona in Cavite into a component city,” has passed the Senate Committee on Local Government level during the committee meeting recently held at the Senate in Pasay City.

Committee on Local Government Chair JV Ejercito approved the cityhood bill authored by Cavite 6th District Congressman Roy Loyola and Cavite 1st District Congressman Ramon “Jolo” Revilla III.

The said locality passed two of the three requirements to qualify as a city, which is the income and population that has a sufficient number for the said historic town of Carmona to become a city.

The 1st class town of Carmona has an income of P6.212 Billion based on their 2021 report, which was presented as the “richest” town in the entire country based on data according to the latest Commission on Audit (COA) Annual Financial Report.

The COA’s basis for such ranking is the current assets of the LGU (local government unit), such as cash, cash equivalents and receivables, and non-current assets as well as property, plant, and equipment.

The said locality has 106,256 individuals population as of the 2020 census on their total land area of 29,749,874 square meters.

On June 30, 2022, Loyola filed HB 108 for the conversion of the municipality of Carmona into a component city in the province of Cavite to be known as the “City of Carmona” and was substituted with HB 3968 filed last August 24, 2022.

When approved by both Houses, it will be signed by the President and to be ratified by the electorate of Carmona. Once ratified, it will become the eighth city in the province after Cavite City, Trece Martires City, Tagaytay City, Dasmariñas City, Bacoor City, Imus City, and General Trias City.

Carmona represented 2.17% of the total land area of the province. These areas are currently occupied by 14 barangays, of which seven are considered Poblacion barangays (town proper) and seven others are regular barangays. Barangay Lantic is the largest area, while Barangay 2 has the smallest area.

According to Loyola’s social media page post on Facebook, “Labindalawang taon na ang na ang lumipas mula nang simulan nating mangarap na maging ganap na siyudad ang mahal nating bayan ng Carmona. Ngayon, ikinagagalak kong ipaalam sa inyo na malapit nang matupad ang pangarap na ito.”
