Rep. Acidre sheds light over NCSTP bill in an online forum

BATASAN HILLS, Quezon City – Tingog Partylist Representative Jude A. Acidre attended the SANGGUANIAN: Consult the Implementers Forum on NCSTP, to discuss the basics of House Bll 6687 otherwise known as the National Citizens Service Training Program (NCSTP) Act at UP Manila on July 27, 2023.

The said forum which was also livestreamed online aims to provide NCSTP implementers and educators across the country with adequate information regarding the proposed bill.

During the forum, Acidre clarified that the present National Service Training Program (NSTP) which has three components: Civic Welfare Training Service (CWTS), Literacy Training Service (LTS) and Reserve Officers Training Corps (ROTC), will be replaced with the new NCSTP bill, a two-year mandatory training program implemented by CHED in all Higher Education Institutions (HEIs) and by TESDA in all Postsecondary Technical Vocational Institutions (TVIs).

The NCSTP shall provide students with knowledge and skills in Civic Duty, Individual Survival and Safety Skills, Community/ Mass Emergency and Disaster Response and Management, and Citizen Soldier Training.

The ROTC on the other hand, becomes an optional four (4) year military training program designed to provide military training to students enrolled in undergraduate degree programs in HEIs who have expressed interest or shown potential to be officers of the Armed Forces of the Philippines Regular and Reserve Force.

Attended by more than 1,000 participants, the SANGGUNIAN is a collaborative project organized by the Philippine Society of NSTP Educators and Instructors (PSNEI), Inc., De La Salle University, Ateneo de Manila University, University of Santo Tomas – NSTP, UP Manila – NSTP, UP Los Baños – NSTP, UP Cebu – NSTP, UP Visayas, UP Mindanao – Office of Extension and Community Service, UP Open University, DZUP 1602, UP NCPAG – Center for Leadership, Citizenship, and Democracy, and NSTP Diliman Office.
