CAMP OLIVAS, City of San Fernando, Pampanga — Police Regional Office 3’s second-in-command Jeffrey Zafe Decena has been promoted to Police Brigadier General, marking another significant milestone in his distinguished career in law enforcement.
A proud member of the Philippine National Police Academy (PNPA) “Kaagapay” Class of 1996, Decena has built a solid reputation for professionalism, competence, and dedication to public safety.
His extensive service record includes key assignments in the Eastern Police District (EPD), the Manila Police District (MPD), the National Capital Region Police Office’ Regional Headquarters Support Unit (NCRPO-RHSU), and the Philippine National Police Intelligence Group, where he played a vital role in intelligence operations, crime prevention, and law enforcement.
