
Napolcom paves way for PNP-IAS to probe ‘erring’ QCPD cops
THE National Police Commission (NAPOLCOM) has given the Internal Affairs Service (IAS) of the National Police a free hand to investigate members of the Quezon City Police District (QCPD) who were named subject to complaints for alleged misconduct.
In a statement, NAPOLCOM Vice Chairman and Executive Officer (VCEO) Atty. Rafael Vicente Calinisan said that the Commission does not see any need to interfere in the investigation initiated by the PNP-IAS against the police officers.
IAS Inspector General Brigido Dulay said Wednesday that their office has started the pre-charge investigation into the administrative complaints filed against QCPD officers who allegedly brought a female detainee to a hotel without authorization.
The police officers who were named in the complaint were already relieved from their post.
“Bilib tayo sa kakayahan ng ating IAS under the leadership of IG Dulay. No need for NAPOLCOM to interfere,” Calinisan said.
Dulay said the formal charges will be filed against the four cops within five to seven days before the start of the summary hearings.
The hearings, he explained, will then be followed by the IAS’s recommendation to the Office of the Chief PNP, depending on the outcome of the investigation.
Dulay is also investigating the case of a QCPD personnel whose viral video showed him identified as S/Sgt. Colonel Jordan Marzan for barging into the house of a resident in Barangay Damayan, Quezon City.
Atty. Calinisan expressed confidence that due process will be rendered by IAS in its investigation against erring police officers.
“The NAPOLCOM need not meddle in every instance of police abuse. The IAS is more than competent to dispose of this matter. Aakyat din naman sa Napolcom ang decision nila sa IAS,” he stressed.
