Kaugnay ng ‘gawa-gawang’ ‘Oplan Horus’ document

NAGHAIN ng cyber libel complaint si House Majority Leader at Zamboanga City Rep. Manuel Jose “Mannix” M. Dalipe noong Lunes ng hapon laban sa Manila Times Publishing Corporation at mga opisyal, editor at manunulat nito, dahil umano sa paglalathala ng mapanira at maling ulat na nakabatay sa isang gawa-gawang dokumento na ginamitan ng kanyang pinekeng pirma at pag-uugnay sa kanya sa umano’y political maneuver na binansagang “Oplan Horus.”

Kabilang sa mga inireklamo ang mga opisyal ng Manila Times Publishing Corporation na sina Dante Francis M. Ang II, Michael Alexander M. Ang, Anna Marie A. Thompson, Dante A. Ang, Ma. Preciosa Monica DV. Ang, Joanna Paola DV. Ang, Michele Denise D. Saludo at Joseph Noel M. Estrada, na pawang bahagi ng pamunuan at mga director ng publication.

Kasama rin sa mga inireklamo ang mga editor na sina Arnold Belleza, Leena Calso Chua, Lynette O. Luna, Tessa Mauricio-Arriola, Conrad M. Cariño, Emil Noguera, Frederick Nasiad, Dafort Villaseran at Rene H. Dilan, pati na rin ang mga manunulat ng artikulo na sina Red Mendoza, Kaiser Jan Fuentes at Catherine S. Valente.

Sa kanyang reklamong inihain sa Zamboanga City Prosecutor’s Office, sinabi ni Dalipe na ang artikulo ng Manila Times na pinamagatang “Leaked paper lays out poll attack plan” ay diumano’y nag-uugnay sa kanya sa “Mid-Election Campaign Sprint Action Plan” para sa pagpapatalsik kay Vice President Sara Duterte at ang disqualification sa kanyang mga kaalyado.

“These accusations are without merit, and I categorically deny the authenticity of this document,” ayon sa sworn statement ni Dalipe.

Binigyang-diin niya na ang tinatawag na “Oplan Horus” document ay peke at may pinekeng pirma na iniuugnay sa kanya.

“I cannot allow myself to be the subject of another’s desperate attempt to make a baseless claim that seeks not only to tarnish my reputation but to destabilize the political landscape by attributing to me actions that are both uncharacteristic and contrary to the principles of fair play and democracy that I have always upheld,” ayon sa pahayag ni Dalipe.

Iginiit sa reklamo na ang mga paratang sa artikulo ay mapanira, puno ng malisyoso, at layong ilantad siya sa pampublikong kahihiyan at paglibak.

“The acts of the Respondents in connection with the publishing of the Subject Libelous Article constitute a violation of Cyber Libel under Section 4(c)(4) of Republic Act No. 10175 in relation to Articles 353 and 355 of the Revised Penal Code,” giit ni Dalipe.

Pinunto ng kongresista ang kawalan ng pag-iingat at pagberipika ng manunulat at editor ng Manila Times kung tunay ang “Oplan Horus” document na iniuugnay sa kaniya.

“The respondent Authors never made any attempt to confirm the truthfulness of the Falsified Document with me,” ani Dalipe.

“The deliberate omission to verify the Falsified Document with me – despite its facially dubious content and obvious implausibility – compounded by an explicit denial from another party, amounts to a blatant disregard for the truth,” giit ni Dalipe.

Ayon sa reklamo, pinalabas sa artikulo na si Dalipe umano ang may pakana ng isang malawakang plano na kinabibilangan ng suhulan, pondo para sa propaganda at mga politically motivated arrests—mga paratang na aniya’y walang katotohanan, puno ng malisya at ginawa upang sirain ang kanyang kredibilidad.

“All of these allegations are deliberate lies, reek of malice, and were clearly designed to harm my reputation,” ani Dalipe.

Sinabi rin niya na lalo pang nakasira ang artikulo dahil lumabas ito ilang buwan bago ang halalan sa 2025.

“The timing and tenor of the publication reveal a calculated effort not merely to supposedly expose me to public ridicule, but to influence public opinion and undermine my candidacy,” aniya.

Binanggit din sa reklamo na ang mapanirang artikulo ay hindi lamang nailathala sa opisyal na website ng Manila Times kundi ipinamahagi rin sa kanilang verified Facebook page na may mahigit isang milyong followers at nakakuha ng libo-libong interaksyon.

“Clearly, the publication requirement is satisfied,” ayon sa affidavit ni Dalipe.

Pinanagot din niya ang mga direktor ng Manila Times bilang personal na responsable dahil sa kabiguang pigilan o itama ang paglalathala ng mali at mapanirang artikulo.

“They had the ability to prevent or remedy The Manila Times’ operations in order to avoid such company from being used as a conduit to commit Cyber Libel,” ayon kay Dalipe.

Binigyang-diin ni Dalipe na ang paglalathala ng pekeng “Oplan Horus” document ay sinadyang pag-atake sa kanyang integridad at sa kanyang karera bilang public sevant.

“This is an utterly baseless attack against which I must resolutely defend my integrity and honor,” aniya.

Bilang pagpapatunay ng kanyang paninindigan para sa katotohanan at pananagutan, sinabi ni Dalipe na napilitan siyang maghain ng reklamo.

“I am constrained to file this Complaint-Affidavit not only to protect my reputation, but also to put a stop to irresponsible accusations,” pahayag pa ni Dalipe.
