Int’l poll evaluates NCR mayor’s performance
THE HKPH Public Opinion and Research Center, in collaboration with the Hong Kong-based Asia Research Center (ARC), has completed a detailed performance evaluation of local chief executives in the National Capital Region (NCR). Conducted from June 10-18, 2024, this survey involved 1,200 participants and uncovered significant insights. As an independent and non-commissioned poll, it provides a robust and objective measure of mayoral performance across multiple metrics, including governance effectiveness, public service delivery, transparency, and citizen satisfaction.
The survey results reveal that Mayor Jeannie Sandoval of Malabon City, Mayor Joy Belmonte of Quezon City, Mayor Eric Olivarez of Parañaque City, and Mayor John Rey Tiangco of Navotas City share the top spot, with job performance ratings of 88.9%, 88.6%, 88.4%, and 88.2%, respectively. All four Mayors achieved top-tier scores and share the top rank due to a statistical tie. Following them, Mayor Along Malapitan of Caloocan City ranks second with 86.8%, while Mayor Wes Gatchalian of Valenzuela City secures third place with 85.6%.
In the fourth rank, Mayor Vico Sotto of Pasig City and Mayor Marcy Teodoro of Marikina City are statistically tied with 83.1% and 82.5%, respectively. Mayor Abby Binay of Makati City follows in fifth place with 81.2%, and Mayor Emi Calixto-Rubiano of Pasay is in sixth with 78.8%. Mayor Honey Lacuna of Manila is in seventh place with 76.5%, followed by Mayor Ben Abalos Sr. of Mandaluyong City in eighth with 75.35%, Mayor Lani Cayetano of Taguig City in ninth with 73.7%, and Mayor Ruffy Biazon of Muntinlupa City in tenth with 72.1%. Mayors Ike Ponce III of Pateros and Imelda Aguilar of Las Piñas City are tied for eleventh place with 70.4% and 70.2%, respectively. Mayor Francis Zamora of San Juan City rounds out the list with 68.6%.
Steven Su, the survey director, presented the comprehensive report from HKPH-ARC on the performance assessment of NCR Mayors. He congratulated the Mayors for their positive evaluations, as rated by their respective constituents. The assessment covered four key parameters: governance effectiveness, public service delivery, transparency, and citizen satisfaction.
Governance effectiveness measures the Mayors’ efficiency and competency in managing city resources, implementing policies, responding to crises, and achieving urban development goals. Public service delivery assesses the quality and accessibility of essential services like healthcare, education, sanitation, and infrastructure, focusing on how well these services meet community needs.
Transparency evaluates the openness and accountability of the mayors’ administrations, including the clarity of information on government activities and financial transactions, public engagement, and honest communication. Citizen satisfaction gauges residents’ overall approval, reflecting their views on safety, quality of life, economic opportunities, and the administration’s responsiveness to their concerns. These parameters provide a comprehensive and objective measure of mayoral performance across the region.
The survey methodology ensured a representative sample across diverse demographics and socio-economic backgrounds. By combining both qualitative and quantitative questions, the survey was designed to provide depth and accuracy in its findings.
The objective analysis and reporting of the data are emphasized as crucial elements, aiming to provide a clear understanding of the Mayors’ impact on the quality of life and overall development within their respective cities and municipalities.
