TO the Filipino people, including the ordinary citizens across the Philippines, full transparency in government operations is, without doubt, “a must.”

And that’s what top officials of the Commission on Elections (Comelec), chaired by George Erwin Garcia, are doing to ensure proper management of public funds.

In fact, the poll body held its first-ever procurement summit last Monday, July 17, which was attended by various Comelec suppliers, contractors and service providers.

In a speech during the summit, Garcia said “complete transparency is crucial considering the huge amount of public funds being spent during poll preparations and execution.”

We add our voice to Chairman Garcia’s, in the belief that the Comelec and other government departments, offices and agencies must be accountable to the Filipino people.

In fact, like other well-meaning Filipinos, we share the view of the top election official that every cent of Juan dela Cruz’s money “must be properly accounted.”

“Manual man o automated, billions (of pesos) ang ginagastos po natin, hindi lang sa pag-procure ng supplies, kundi sa pag-deliver sa logistics,” according to Garcia.

At the same time, the poll body is also set to release a procurement manual in the coming days as part of the Comelec’s accountability measures.

“Dapat wala kayong takot na mag-participate sa procurement namin dahil maayos naman basta kumpleto (lang) ang documentation,” said Chairman Garcia.

In other words, everybody is given the chance to participate in the poll body’s procurement process.
