Bong Go pushes for bill emphasizing Judicial Branch’s fiscal autonomy and independence

IN a hearing on Tuesday, conducted by the Senate Committee on Justice and Human Rights joint with Finance, Senator Christopher “Bong” Go expressed his support for a proposed measure he authored to enhance the fiscal autonomy of the Judicial Branch of the Philippine government.

Go earlier filed his version of the legislation, Senate Bill No. 2111, which aims to strengthen the fiscal autonomy of the Judicial Branch. Under the proposed legislation, the budget drafted by the Supreme Court would be included in the national budget without modifications. However, the Department of Budget and Management (DBM) could suggest revisions after consulting with the Supreme Court or the Chief Justice.

Moreover, the DBM would be required to automatically release the monthly cash requirements of the Judiciary, eliminating the need for requests.

“The Judicial Branch of the government performs several undertakings that are vital in guaranteeing that the rule of law is appropriately upheld and that justice is duly served in the legal system,” said Go.

“For this branch of government to properly perform its duties, they must not be constrained by limited fiscal autonomy,” he added.

Highlighting the link between fiscal autonomy and judicial independence, Go remarked, “It is important to note that the fiscal autonomy of the Judicial Branch is closely tied to its independence and ability to function effectively.”

“As such, this bill is an important measure to maximize the capacity of the Judicial Branch of the government,” he added.

Go thanked the Chairperson of the Committee, Sen. Francis Tolentino for hearing the measure and acknowledged his fellow author, no less than Senate President Migz Zubiri.

“Sa pamamagitan ng panukalang ito, inaasahan natin na matutulungan natin ang pagbibigay ng hustisya sa bawat kasong nakasalang sa ating mga korte sa mabilis at patas na paraan,” he added.

Concluding his manifestation, Go reaffirmed his full support for the bill, appreciating the steps taken to ensure a fair and swift justice system.

“Full support po ako dito sa bill natin, Senate President,” concluded Go.

Previously, Go also filed SBN 1186, which seeks the creation of additional divisions of the Court of Appeals and appoint additional justices to help the Judiciary provide more reliable, unbiased, and swift delivery of justice in the country.
