BBM ibalik tiwala sa burukrasya
NAGPAHAYAG si Presidential aspirant Ferdinand ‘Bongbong’ Marcos, Jr. na determinado siyang maibalik ang tiwala at kumpiyansa ng tao sa burukrasya kung mananalo siyang presidente sa Mayo 2022.
Paliwanag ni Marcos na bukod sa pagkakaroon ng isang post-pandemic plan at matagumpay na pagpapatupad nito, ang muling pagbangon ng bansa ay nakasalalay din sa pananaw ng tao sa pamahalaan. Ayon pa sa kanya, sa suporta at kooperasyon nila naka-angkla ang tagumpay ng mga plano at mga programa.
“We will work hard na maibalik ang tiwala ng ating mga kababayan sa gobyerno at sa burukrasya dahil kung wala ang kanilang suporta, wala ring kahihinatnan ang ating mga programa. Hindi dapat magkaroon ng alitan o distrust sa pagitan ng mga tagapaglingkod sa bayan at mga tao,” aniya.
Ayon sa datos ng Civil Service Commission (CSC) noong 2017, may kabuuang 1,569,585 career service personnel na nasa National Government Agencies (NGAs), GOCCs, State Universities and Colleges, Local Water Districts, at Local Government Units (LGUs).
Ayon pa sa CSC, pinakamarami sa mga ito, 1,146,337 o 73% porsyento ay nasa NGAs.
“Throughout this pandemic, government workers were stretched to their limits. Most chose to work silently amid the threat of Covid-19 and remained unheralded for their contribution. As a public servant myself, I take offense to the negatively stereotyped view on government workers,” giit ni Marcos.
Idinaing din ni Marcos ang demoralisasyon sa hanay ng mga kawani sa pamahalaan ay dulot ng pangkalahatang pagbatikos sa mga empleyado ng gobyerno.
“Critics tend to forget that public servants are first and foremost people and therefore not infallible. When blanket criticisms are levied on a particular government department, it has a demoralizing effect on the entire department,” ayon kay Marcos.
Sinabi pa ng Partido Federal ng Pilipinas (PFP) standard-bearer na dapat maibalik ang pagkakaroon ng pride ng mga empleyado ng gobyerno sa paninilbihan para mapabuti ang buhay ng mga tao.
“There was once a time when being in government was seen as a badge of honor, an opportunity to make meaningful changes in how things are done and improve services. We need to revive the esprit de corps that bonded us, enabled us to work together and accomplish goals for the common good. Let’s bring back the pride and dignity associated with being in government service,” ayon kay Marcos.
“I have spent a large chunk of my life in government service and I have seen how competent and well-meaning career personnel eventually choose to walk away and leave the service due to the seemingly thankless nature of the job,” dagdag pa nito.
