‘Viral cop’ faces administrative raps before Napolcom

THE National Police Commission (NAPOLCOM) has filed administrative complaints against the policeman who turned to his social media platform to denounce the arrest and sending of former President Rodrigo Duterte to the Netherlands.

According to the Napolcom, Patrolman Francis Steve Fontillas of the Quezon City Police District (QCPD) will be heard for charges of grave misconduct and conduct unbecoming of a police officer.

These administrative complaints are separate from the charges of inciting to sedition earlier filed by the PNP against Fontillas.

The agency’s Inspection, Monitoring, and Investigation Service (IMIS) upon the orders of Commissioner Rafael Vicente Calinisan immediately conducted a motu proprio investigation against the cop whose “daring” videos went viral on social media.

Fontillas was ordered to answer the charges within a non-extendible period of five days.

Napolcom said it will not entertain a motion to extend the filing of comment/ counter-affidavit/answer and other dilatory means except upon meritorious causes. Failure to respond shall be considered a waiver.

According to Comm. Rafael Calinisan, “It is time for Fontillas to show his fitness to be a policeman by answering the charges that were filed against him. Let us put an end to this. Sa papel nya ibuhos ang tapang nya at harapin nya ang kaso laban sa kanya.”

“We urge him to have himself checked again by medical professionals of the PNP, or any medical professional of his choice instead of posting seditious content on his social media pages. And being still a member of the PNP, we are asked to report to the QCPD at the soonest possible time, or otherwise, he would face additional consequences for his actions,” Calinisan added.
