5 terror group members surrender, 13 cut ties from rebels in Central Luzon

CAMP OLIVAS, City of San Fernando, Pampanga — The government’s intensified whole-of-nation approach to End Local Communist Armed Conflict (ELCAC) gained momentum as the Police Regional Office 3 (PRO3) reported notable achievements against communist terrorist groups (CTGs) in Central Luzon during the Holy Week.

From April 13 to 20, five members of the CTG surrendered to the authorities while 13 supporters formally withdrew their support from the communist movement.

PRO3 also reported the surrender, confiscation, and recovery of eight firearms and two explosive devices — a move that significantly reduces the operational capabilities of insurgent elements and enhances public safety across the region.

PRO3 director Brig. Gen. Jean S. Fajardo commended the dedication and collaboration of police units and partner agencies in advancing peace and order throughout Central Luzon.

“The peaceful surrender of CTG members and the withdrawal of support by their sympathizers are strong indicators that our localized peace engagement efforts are gaining ground,” Fajardo said.

“We continue to foster dialogue and create avenues for reintegration for those misled by deceptive ideologies,” she noted.

She added: “Holy Week is a time for reflection, reconciliation, and renewal. It is truly encouraging to see individuals choose the path of peace and development over violence and division. PRO3, together with our RTF-ELCAC partners, remains committed to ending the local communist armed conflict and bringing genuine peace to our communities.”

These developments underscore the effectiveness of PRO3’s sustained operations, in close coordination with local government units, community stakeholders, and security partners under the RTF-ELCAC framework in diminishing the threat posed by CTG remnants.
