At 3 PM Wednesday, the center of Tropical Storm “HELEN” {PULASAN} was estimated based on all available data at 940 km east northeast of extreme Northern Luzon. It is moving northwestward at 40 km/h. The southwest monsoon is affecting the country.

Metro Manila and the rest of Luzon will have cloudy skies with scattered rains and thunderstorms due to the southwest monsoon. Flash floods or landslides possible due to moderate to at times heavy rains.
