Unvaccinated authorized persons outside of their residence (APOR) can go out, go to work, or buy essential goods, Justice Secretary Menardo Guevarra on Monday clarified.

Guevarra stressed that COVID-19 vaccine status — vaccinated or unvaccinated — of APOR is immaterial during the enhanced community quarantine (ECQ) period in Metro Manila.

“The IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases) has taken the position that, at this time when the majority of the people have not been reached by the anti-Covid vaccine, there will be no distinction between APORs who have been vaccinated and those who have not received such vaccines, “ Guevarra said in a message.

Guevarra was responding to a query if unvaccinated APOR would still be allowed to go outside to work or buy essential goods.

On Friday, Malacañang announced that Metro Manila will be placed under ECQ, the government’s strictest quarantine classification, from August 6 to 20, 2021.

In the meantime, Metro Manila will stay under general community quarantine with heightened restrictions this Friday until August 5.
