Tuition increase freeze proposed

A party-list solon filed a resolution seeking to urge the Commission on Higher Education (CHED) as well as the Department of Education (DepEd) to impose an indefinite moratorium on the increase of tuition and other fees.

Kabataan Representative Raoul Manuel said that there are impending tuition and other fee increase (TOFI) proposals in both private and public universities for this school year.

“Ang edukasyon ay di parang lata ng sardinas na may price tag at nagmamahal ayon sa inflation o sa pangangailangan ng kapitalista na kumita. Ito ay karapatan. Nang naipanalo natin ang Free Education Law sa 18th Congress, giniit natin na dapat walang fee collection at lalong dapat walang increase,” Manuel said.

“Kapag inaaprubahan ng CHED ang TOFI, tinatalikuran nito ang mandato nito sa bawat estudyanteng Pilipino. Bibigyang daan nito ang sakit na kasing sahol ng COVID-19: ang education ‘fee-ver’ bunsod ng TOFI sa mga eskwelahan sa buong bansa na di lang magtutulak sa mga estudyante na mag-absent, pero mag-drop out na rin sa pag-aaral,” he added.

The solon underscored the need to increase the the budget allocations for State Universities and Colleges which will enable them to raise the quality of tertiary education amidst this learning crisis without passing the burden to students. SUCs would be less incentivized to push for TOFI if budgetary requirements were met.

“This is considering that in the 2023 budget, 23 SUCs actually had cuts in their budget compared to the previous fiscal year,” he added.
