
TRABAHO Partylist pushes for comprehensive worker protections amid rising heat index
TRABAHO Partylist has called for immediate actions to safeguard workers amid forecasts predicting dangerously high heat indices in Metro Manila and other regions. Forecasts from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) indicate that heat indices could reach up to 46°C, a level categorized as “dangerous.”
Recognizing the severe health risks associated with extreme heat such as heat exhaustion, heatstroke, and exacerbation of chronic conditions, TRABAHO Partylist spokesperson Atty. Mitchell-David L. Espiritu is urging both government agencies and private employers to implement comprehensive measures to ensure safe working conditions. These measures include alternative work arrangements, providing adequate hydration and shaded rest areas, and educating workers on recognizing early signs of heat-related illnesses.
In particular, Atty. Espiritu called on the Department of Labor and Employment to strictly implement its Labor Advisory No. 8, series of 2023, recommending measures to avoid heat stress, which includes reducing extreme heat exposure of employees through adequate ventilation and heat insulation in workplaces; and adjusting their rest breaks or work locations. The advisory also requires workers be allowed to use temperature-appropriate uniforms and personal protective equipment; and should be provided with free and adequate drinking water.
Atty. Espiritu further called on DOLE to align the occupational safety and health standards indicator of the labor compliance checklist to specifically require proper ventilation relative to high heat indexes. Implementing such measures is crucial to mitigate the adverse effects of extreme heat on workers’ health and productivity, added Atty. Espiritu. He emphasized their group’s appeal underscores the importance of proactive strategies to protect the workforce as temperatures continue to rise.
Beyond immediate safety measures, TRABAHO Partylist is advocating for robust medical benefits and health insurance coverage for workers. This includes access to preventive care, regular health screenings, and comprehensive health insurance plans that cover heat-related illnesses. Such provisions are essential to mitigate the financial burdens of medical expenses and to ensure timely medical attention for affected workers, added Atty. Espiritu.
Atty. Espiritu noted the urgency of these measures is underscored by global trends. A report by the Center for American Progress highlights that extreme heat conditions are increasing in frequency, duration, and intensity due to climate change, leading to higher incidences of heat-related illnesses among workers. These health consequences also have economic impacts, including lost worker productivity, increased health care costs, and threats to workers’ financial stability from missing work, he emphasized.
TRABAHO Partylist’s call to action reflects its ongoing commitment to worker welfare. In previous initiatives, the party has advocated for enhanced sick leave benefits and alternative work arrangements during health crises, emphasizing the importance of social protection and decent work conditions.
