POLICE Regional Office 4-B director Brig.Gen. Sidney Hernia yesterday announced the surrender of a top New People’s Army leader in Mimaropa region following negotiations with authorities in Palawan.

In a report to Philippine National Police chief Gen. Dionardo Carlos, the PRO4-B director said the NPA leader identified only through his rebel moniker “Ka Degret/Ling/James” turned himself over to officers in Sitio Buayan, Bgy. New, Cuyo in Roxas, Palawan last Thursday.

“We have accounted for another high-value rebel target personality in Mimaropa region as a result of our continuing effort to convince more NPA members and supporters to return to the mainstream of the society and avail of the government’s comprehensive integration program that would allow them to return to the mainstream of the society and provide for their families at the same time,” said Hernia, a member of Philippine Military Academy “Tanglaw Diwa” Class of 1992.

The rebel leader has been identified as a Top 2 CPP-NPA target in Mimaropa region in 2021 and has been the subject of a joint police-military operation prior to his surrender.

Hernia said that the man yielded following talks with officers from the PRO4-B, the Armed Forces and the National Intelligence Coordinating Agency.

The official thanked his men led by PRO4-B Deputy Regional Director for Operations Col. Gil Francis Tria, the Regional Intelligence Unit 4-B, the AFP Western Command and the Philippine Marines for their effort in convincing the NPA leader to yield.

A record check showed that the man is the subject of a warrant of arrest for murder issued by Judge Chito Mendoza of the Brookes Point Regional Trial Court in Palawan on August 29, 2019.

The accused is now under the custody of the AFP Western Command and will be undergoing an assessment to see if he is qualified to avail of the Enhanced Comprehensive Local Integration Program of the government.

Last month, two other regular NPA members surrendered to PRO4-B officials in Bgy. Langugan in Puerto Princesa City. The two identified only as alias “Ka Dante” and alias “Ka Randy/Dindin” were identified as members of the Southern Tagalog Regional Party Committee of the CPP-NPA who were involved in several past attacks on government troops and civilians in the province.

“Ka Dante” also turned over a loaded cal..45 pistol to the local police during his surrender.

The Mimaropa police said that the man’s son identified only as “Ka Remel” was killed in a gun battle with soldiers from the 3rd Marine Battalion Landing Team last December 10.
