
Talavera top cop avid disciple of ‘M+K+K=K’
TALAVERA, Nueva Ecija – This top cop has admitted to becoming an “avid disciple” of the Philippine National Police (PNP) chief’s peace and security framework called “M+K+K=K”.
Town police commander Lt. Col. Ranny G. Casilla said that since his designation here, he had already started implementing PNP Chief General Rodolfo S. Azurin Jr.’s four strategic program thrusts anchored on four key points called “Malasakit, Kaayusan, Kapayapaan, and Kaunlaran” or M+K+K=K.
“Nakatutok din tayo dito sa internal cleansing mechanism ng ating kapulisan na kasama sa Malasakit program ng ating PNP Chief. Isa yang paraan upang maiwasan ang tinatawag na ‘palubog’ na maling gawi diumano ng ilang tiwaling kabaro diyan,” Casilla, who assumed as police chief here on August 12, told the Journal Group.
He said he made it a practice for him to conduct daily accounting of his men, and those found absent are asked to explain in writing why they “failed” to report for duty.
Aside from having daily devotional prayers every morning, Casilla said he and deputy commander Major Arturo M. Danipog would also collaborate to do personal counseling with their men.
The police commander, whose appointment as a top cop here got an official confirmation from Mayor Nerito S. Santos Jr. last Sept. 6 due “to his commitment and dedication” in the performance of his duties, said the town’s peace and order situation remains “normal” following strict implementation of a checkpoint and mobile patrol operations, including Oplans “Sita”, “Galugad”, “Bulabog”, and “Kutitap”.
Casilla said these anti-crime operations cover the “Kaayusan” aspect called “Quad Concept” under the M+K+K=K, which aims to strengthen crime prevention, intelligence and counter-intelligence, case resolution, and civil affairs development.
He said the war against illegal drugs, illegal gambling, the proliferation of loose firearms, and the arrest of most wanted suspects, among others, remain the local police’s top priority as per strict directives from provincial director Col. Richard V. Caballero and Police Regional Office 3 (PRO3) Chief Brig. Gen. Cesar R. Pasiwen.
