Ignacio BunyeWhen Muntinlupa City Mayor Jimmy Fresnedi steps down on June 30, he will have served a total of 18 years , from 1998 to 2007 and from 2013 to 2022. Fresnedi, 72, is leaving behind an enviable legacy of good governance, sound fiscal management, and a long list of infrastructure projects which address the health, education, housing, public safety, welfare and recreational needs of Muntinlupeños. Fresnedi is switching jobs with his successor, Congressman Ruffy Biazon.

Because of improved collection efficiency, the Muntinlupa City Treasurer reported a collection of P6.4 billion in 2021, up from P2.6 billion in 2012. This has allowed Fresnedi to embark on a massive land banking program, involving the purchase of a total of 12.81 hectares of land for the construction of priority infrastructure.

The improved fiscal position of the city also enabled Fresnedi to pre-pay a P1 billion bank debt, settle P330 million in unpaid obligations to the national government and wipe out a P228 million cash deficit. Approximately P189 million was set aside annually to fund a massive scholarship program, which has benefitted 180,000 students to date, and an interest-free loan program, coupled with capacity building. which benefitted 10,000 micro, small and medium enterprises. Still, Fresnedi had been able to lend a helping hand to other LGUs beset by natural and man-made calamities.

In coordination with national agencies, Muntinlupa implemented what is arguably one of the best LGU responses to COVID 19, fully vaccinating 112 percent of target population. Of this number, 31 percent have received at least one booster shot. Of the target 56,499 pediatric vaccinees, 71 percent have been fully vaccinated. To date, Muntinlupa City has had 40,010 confirmed COVID cases. 39,385 have recovered while 614 died of Covid. As of mid-May, active cases have gone down to 11, although the numbers have gone up to 28 as of last week.

Education and Youth – 1) Established 98 Child Development Centers and constructed more than 100 classrooms and school support facilities in various public elementary and high schools within Muntinlupa. 2) Established the Muntinlupa Student Center for Life Skills. 3) Constructed the Schools Division Office. 4) Provided 20,000 tablets to aid online schooling and blended learning activities. 5) Established the Colegio de Muntinlupa, the premier engineering college in Muntinlupa City. The construction of Colegio de Muntinlupa Building 2 is ongoing. 6) Free tuition fee for the Pamantasan ng Lungsod ng Muntinlupa’s (PLMun) 12,000 students. 7) Established the Muntinlupa Training and Resource Center for Women in Barangay Putatan 8) Ongoing construction of Sucat Senior High School. 9) Recipient of Seal of Child-Friendly Local Governance (2016-20170) 10) Finalist, Presidential Award for Child-Friendly Cities and Municipalities (2016) 11) Establishment of the Muntinlupa National High School Annex in Tunasan 12) Ongoing construction of SPED building in Barangay Poblacion
