TINIYAK ni Department of Budget and Management (DBM) Secretary Amenah F. Pangandaman ang patuloy na suporta ng pamahalaan upang palakasin ang healthcare sector sa pamamagitan ng pagtugon sa mga pangangailangan at suliranin ng mga healthcare worker.

“We are dedicated to ensuring that our healthcare workers are equipped to serve our people, especially during times of crisis. This includes the provision of health emergency allowances (HEA) to support their invaluable contributions to public health,” ayon kay Pangandaman.

Ito ang tiniyak ng kalihim matapos ang pakikipagpulong sa mga opisyal ng Alliance of Health Workers, na pinamumunuan ni Robert T. Mendoza.

Ayon kay Pangandaman, naglaan na ang DBM ng pondo para sa Public Health Emergency Benefits and Allowances (PHEBA) na nagkakahalaga ng P91.283 bilyon para sa taong 2021 hanggang 2023.

Aniya, paunti-unti ang paglalabas ng pondo sa Department of Health (DOH). Sa kabuuan, P19.962 bilyon ang nakalaang pondo ng tanggapan sa taong 2024.

“The PHEBA allocation encompasses various benefits aimed at assisting healthcare workers, including health emergency allowances, special risk allowances, compensation for COVID-19 sickness and death, as well as additional benefits like meals, accommodation, and transportation allowances,” paliwanag pa ni Pangandaman.

Sa kabila ng malaking alokasyon, P64 bilyon pa lamang ang inilabas ng DOH, dahilan upang ipamadali ng DBM ang pagkuwenta ng HEA claims.

Binigyang diin ni Pangandaman ang kahalagahan ng transparency at accountability, at inirerekomenda ang pagpapatupad ng isang HEA mapping system upang mapabilis ang pagtukoy at paglutas ng mga bayarin.

Sinabi pa ng kalihim na ang patuloy na pagpapalakas ng healthcare services ay bahagi ng Eight-Point Socio-economic Agenda ng Pangulong Ferdinand R. Marcos Jr.

“Support for the health sector is paramount in realizing President Marcos Jr.’s vision of a Bagong Pilipinas where every Filipino has access to quality primary healthcare,” ayon kay Pangandaman.
