Shabu-positive Apayao cop ordered dismissed, disarmed

CORDILLERA Police Regional Office director, Brigadier General Ronald O. Lee on Sunday said he has ordered the disarming and conduct of summary dismissal proceedings on a member of the Apayao Police Provincial Office who tested positive for shabu during a random drug test last May 17.

In a report to Philippine National Police (PNP) chief General Guillermo Lorenzo T. Eleazar, Lee identified the drug-positive cop as Master Sergeant Richard Domingo Lardizabal Ramos, a member of the Apayao PPO Drug Enforcement Unit. He said that Ramos used to be a member of the National Capital Region Police Officer who availed of the localization program of the PNP in September 2020.

“It is with great dismay to announce that a personnel of the Apayao Provincial Drug Enforcement Unit, PMSg Richard Domingo Lardizabal Ramos, has tested positive for methamphetamine hydrochloride or more commonly known as “shabu,” he said.

The Apayao Crime Laboratory Office said that MSgt. Ramoses’ urine specimen tested positive for methamphetamine during an initial screening and a subsequent confirmatory test.

Lee said he was saddened by the discovery of the drug-using Cordillera policemen since for many years, members of the Cordillera police force have remained drug-free as evidenced by the consistent negative results of the mandatory and random drug tests done to all Cordillera police personnel

“Although we are saddened that one of our brothers in service tested positive for drug use, this recent incident only strengthens our commitment to clean our ranks from scalawags. We intend to keep PROCOR as Home of the most discipled cops in the country, as we continue to enforce strict compliance of the Intensified Cleanliness Policy of Gen. Eleazar, keeping our ranks clean and free from drug user cops,” he said.

“Let this serve as a stern warning to all PROCOR personnel, that Police Regional Office Cordillera does not tolerate any kind of illegal actions within our ranks. Just as summary dismissal proceedings is being prepared against this erring personnel, as well as appropriate administrative and criminal cases, anyone found out to be using drugs will face the same consequences which is dismissal from the police force,” Lee added.

Lee also called on the public to report any Cordillera policeman involved in any irregularities.

“We have the PROCOR Regional Internal Affairs Service (RIAS) at Camp Major Bado Dangwa, we also have the official social media accounts for any concerns. We assure that any report will be dealt with utmost urgency and with an in-depth inquiry to gather evidence to support due action against any erring personnel,” he said.

Lee said he ordered the conduct of the drug test on the Apayao policemen when he visited their camp. “This is part of our full compliance to the Intensified Cleanliness Policy of Gen. Eleazar,” he said.

The official said that apart from the random and mandatory drug test, he has ordered his men to ensure cleanliness in their offices and stations with so-called ‘red teams’ tasked to inspect their facilities and recommend on-the-spot corrections and administrative charges on their personnel.
