Road mishap victims rescued, get aid
Mike Chan, right, head of Ilocos Sur Provincial Risk Reduction and Management Council (PRRMC), leads in giving first aid to victims of a road mishap which occurred before dawn along a highway in Candon City, Ilocos Sur. Chan and his team had just received the prestigious “Gawad Kalasag”, a seal and special awards for excellence in disaster management and humanitarian assistance from the National Disaster Risk Reduction and Management Council (NDRRMC) from Manila Hotel and were on their way home to Vigan when they saw the victims whose lives they helped save.
