PRO8 nabs ABC prexy for P680K shabu, 4 wanted felons

FIVE lawbreakers in Eastern Visayas, 1 of them the president of the Association of Barangay Captains (ABC) in Matalom, Leyte were arrested by agents of the Police Regional Office 8 (PRO8) in separate anti-criminality operations in the region last Tuesday, PRO8 director Brig. Gen. Bernard M. Banac said yesterday.

In a report to Philippine National Police (PNP) chief Gen. Dionardo B. Carlos, the PRO8 director said that Rogelio Daño alias “Elmer”, 57, chairman of Bgy. Sta. Fe in Matalom municipality and his relative Cesario, 35, were arrested in an anti-narcotics operation Tuesday evening.

Brig. Gen. Banac said that the 2 were placed under arrest after they conspired to sell drugs to an undercover officer at the Baywalk Area in Bgy. Kalanggaman in Bato, Leyte 7:15 p.m. last Tuesday.

Members of the Bato Municipal Police Station and the local Philippine Drug Enforcement Agency (PDEA) confiscated 3 plastic sachets containing 100 grams of shabu worth P680,000 and the buy-bust money topped by a marked P1,000 bill from the suspects who were both described as “high-value targets” (HVT) in Region 8.

The suspects’ Toyota Fortuner was also impounded by authorities. The 2 were placed under the custody of the PDEA Region 8 pending the filing of non-bailable charges for sale and possession of prohibited drugs under Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 against them, said Banac.

“Our end game strategy to fight illegal drugs has just started and we assure the public that we will be doing our best to put an end to the drug menace plaguing our country,” Gen. Carlos said as he lauded the latest accomplishment by the PRO8 in their war on drugs.

The four other suspects were all most wanted persons (MWPs) in the region, said Banac.

He identified the foir as Jerwell Cabaliza, 26; Segundino Lopega, 65; Amador Villaflor, 39; and Rene Palwa, 28.

Listed as Mandaluyong City’s 4th most wanted man, Cabaliza was arrested in his hiding place in Purok 3, Bgy. Marcatubig in Calbayog City, Samar by the local police on the strength of a warrant for rape with no bail recommended by Judge Joanne Hernandez-Lazo of the Mandaluyong City Family Court Branch 5.

Lopega, the no. 1 most wanted person in Arteche, Eastern Samar was arrested in Bgy. Policarpio on the basis of a warrant for murder with no bail recommended by Judge Fernando Sagun of the San Policarpio, Eastern Samar Regional Trial Court (RTC).

On the other hand, Villaflor, a pedicab driver tagged as the no. 1 most wanted man in Catarman, Northern Samar was arrested in his hiding place in Bgy. Ipil-Ipil on the strength of a non-bailable warrant of arrest for 3 counts of rape issued by Judge Armando Rosadiño of the Catarman RTC Branch 19.

Palwa, described as Cebu’s no. 1 most wanted person was arrested in his hiding place in Bgy. Lungsodaan in Hinundayan, Southern Leyte based on a warrant for 3 counts of rape issued by Judge Jacinto Elle of the San Juan, Southern Leyte RTC Br. 26 recommended no bail for the suspect.
