Press chief swears in new NPO chief

PRESS Secretary Trixie Cruz-Angeles has administered the oath of office of Carlos Bathan as director of the National Printing Office (NPO), an attached agency of the Office of the Press Secretary (OPS).

Cruz-Angeles on Friday shared in her official Facebook page some photos of the oath-taking rites held Thursday.

“Pinangunahan natin kahapon ang panunumpa ni Director Carlos Bathan bilang bagong mangangasiwa sa National Printing Office (We led yesterday the oath-taking of Director Carlos Bathan as head of the National Printing Office),” she said.

With Bathan’s appointment, Cruz-Angeles expressed optimism that the NPO would fulfill its mandate to support the printing needs of the state departments and offices.

“Ang NPO ay kabilang sa mga attached agency ng Office of the Press Secretary na may mandatong magbigay ng printing services sa iba’t ibang government agencies. Inatasan din ang NPO ng Commission on Elections (Comelec) na mag-imprenta ng mga balota at iba pang paraphernalia tuwing eleksyon (NPO is one of the attached agencies of the Office of the Press Secretary that has the mandate to provide printing services to different government agencies. The Commission on Elections has also tasked the NPO to print ballots and other paraphernalia during elections),” she said.

By virtue of Executive Order No. 285 issued on July 25, 1987, the NPO is directed to continue to provide printing services to government agencies and instrumentalities as mandated by law.

However, it no longer has exclusive jurisdiction over the printing services requirements of the government over standard forms.

The printing of accountable forms and sensitive high quality or volume printing requirements will be undertaken by recognized government printers, including the NPO.

The NPO is one of the three recognized government printers tasked to safeguard the sanctity of government standard accountable and non-accountable forms used in the collection of taxes, fees, and other charges due to the state in the course of government transactions.
