Port of Limay rakes ‘highest’ P4B surplus collection

PORT OF LIMAY, Bataan – Dubbed as “record-breaking” in the history of Port of Limay, Bataan, under the leadership of District Collector Atty. William B Balayo, this port collected an “unprecedented” surplus of more than P4 billion after it collected more than P10 billion for June 2022 alone.

Based on his official report, Atty. Balayo reported this was the first-ever recorded highest collection in terms of surplus based on the Department of Finance (DOF) set collection target.

He said the actual collection for June of Port of Limay was P10,523,705,533 with P4,164,820,573 surplus or higher by 65.50%.

The whole BOC’s (Bureau of Customs) surplus was +35.5%, Journal Group learned.

People’s Tonight learned this was not, however, the first time that the Port of Limay under Balayo has surpassed their collection targets, saying they had not been able to meet only their collection target but were able to collect billions of pesos of surplus for more than a year.

Balayo is a lawyer and certified public accountant (CPA). He is known for being “strict” and highly esteemed among his peers, shipping companies, and investors.

In related news, BOC Commissioner Rey Guerrero reported its highest monthly collection in history with P76.290 billion collection, exceeding its target of P56.287 billion by P20.003 billion or +35.5% based on the preliminary report from the BOC Financial Service (FS).

Significantly, the BOC broke its previous highest monthly collection record of P70.778 billion for March 2022, said Guerrero, who has been the subject of “intrigues” for his alleged involvement in smuggling, a charge he denied.

BOC said the revenue collection for June also includes additional revenues from the Tax Expenditure Fund (TEF) collection of P301 million and the Post Clearance Audit Group (PCAG) collection of P115.97 million.

These collection efforts also mark the 6th consecutive month of BOC exceeding its monthly target and achieving an upbeat collection this year.

Based on preliminary report, 14 of the 17 Collection Districts were able to surpass its corresponding collection targets namely: San Fernando, POM, MICP, Batangas, Legaspi, Iloilo, Cebu, Surigao, Zamboanga, Davao, Subic. Clark, Aparri, and Limay.

The BOC report said it surpassed its midyear target collection of P327.812 billion by P68.992 billion or +21.05%, with an actual collection of P396.804 billion since January 2022.

This year, BOC’s cumulative or midyear collection is also higher by +31.5% or P95.058 billion than the P301.746 billion midyear collection in 2021.

The collection performance of the BOC and its 17 collection districts under Commissioner Guerrero is attributed to the improved valuation of the bureau, its digitized and modernized systems, the improving economy resulting in a higher volume of importations, and the intensified collection efforts of all the collection districts.
