PNP R-PSB program now in MIMAROPA

PNPTHE Philippine National Police (PNP) has cascaded the Revitalized Pulis-sa Barangay (R-PSB) program at the Mindoro Oriental, Occidental, Marinduque, Romblon and Palawan (Mimaropa), the Journal Group learned.

Led by PNP Director for Police-Community Relations (DPCR), Major General Edgar Alan Okubo, a PNP-DPCR team last week went to the Police Regional Office 4-A headquarters in Camp Brigadier Gen. Efigenio C. Navarro in Calapan City, Oriental Mindoro to finalize the program.

The team also conducted a review and validation of the Unit Performance Evaluation Rating (UPER) of the PRO4-B headed by Brigadier Gen. Roger L. Quezada amid the approved Memorandum Circular No. 2024-006 on the R-PSB in the region.

Okubo said they are also assessing the anti-drug accomplishments and other programs of the PRO4-B in line with the BIDA program of the Department of Interior and Local Government.

He said they also want to validate the accomplishments and activities of the PRO4-B in terms of house visitation activities based in the Certified BADAC or Barangay Anti-Drug Abuse Council watchlists, the sustainability of their drug recovery and wellness program, BIDA or Buhay ay Ingatan, Droga ay Iwasan activities, engagement in anti-illegal drug advocacies and reports on the PNP participation in BADAC activities.

PNP chief Gen. Benjamin Acorda Jr. earlier ordered the institutionalization of the R-PSB program to other areas.

The R-PSB is intended primarily to end the armed conflict posed by the Communist Terrorist Group (CTG) in Geographically Isolated and Disadvantageous Areas (GIDAS).

However, R-PSB personnel may also be ‘operationalized secondarily in depressed barangays with high levels of affectation on drugs and criminality, following the anti-illegal drugs strategy and PNP Operational Strategy on Enhanced Managing Police Operations, respectively.

Okubo said the ‘Quad Concept’ approach shall be employed throughout the implementation of the R-PSB in order to consolidate the core competencies of the PNP consisting of Operations, Intelligence, Investigation and Community Affairs and Development.

He added that the R-PSB operations shall also be spearheaded and implemented by territorial PNP Mobile Forces as well as the Special Action Force deployed in CTG-cleared areas.

The R-PSB Teams shall also observe existing investigating procedures on arrested CTG personalities to prevent dismissal of cases in court due to technicality.

The official likewise said that a separate policy shall be formulated for Counter-Urban Operations on CTF urban operational areas and for Preventing and Countering Violent Extremism.

He also emphasized that all R-PSB operations shall be in adherence to the PNP Operational Procedures, observance of cultural and gender sensitivity and respect for human rights and rule-of-law at all times.
