PNP-IMEGTHERE is no place to hide for wanted and rogue Philippine National Police (PNP) officers and men as they for sure will be caught thru ‘intelligence-driven’ operations, PNP Integrity Monitoring and Enforcement Group director, Brigadier General Warren F. De Leon assured.

PNP chief, General Benjamin C. Acorda Jr. earlier ordered the PNP-IMEG to further intensify their campaign against police misfits and scalawags by ensuring that complaints against active, dismissed and retired police personnel will be fully validated.

The top cop said he wants the conduct of operations to arrest erring PNP personnel as soon as PNP-IMEG gathered enough evidence and witnesses.

The same operation goes on against police personnel who are already the subject of an existing warrant of arrest for involvement in various criminal activities and other irregularities.

Last month, PNP-IMEG agents arrested an active policeman wanted for reckless imprudence resulting in homicide and physical injuries in Manila.

Corporal Manuel Co, 40, was arrested inside the Manila Police District Pritil Police-Community Precint in Tondo by IMEG agents who were joined by MPD and National Capital Region Police Office operatives under Brig. Gen. Jose Melencio C. Nartatez Jr.

Early this month, PNP-IMEG officers jailed a 36-year old policeman accused of concubinage.

De Leon said that Master Sergeant John Mollenido of the Quezon City Police District was arrested in a Makati hotel by his men with the assistance of officers from the NCRPO and the Makati City Police Station.

The PNP-IMEG director also announced the arrest of two police non-commissioned officers wanted for murdering a fellow cop and violation of Republic Act 9262 or the Anti-Violence against Women and their Children Act of 2004 respectively.

The official identified the accused as Corporal Jayvee Rommel Vicencio, an AWOL policeman wanted for the killing of another police officer in Caloocan City, and Patrolman Adrian France Balderas of the Police Regional Office 2.

The suspect was charged in the killing of Pat. Jefferson Valencia of the Bulacan Police Provincial Office.

Valencia, then 24, died in an ambush staged by a lone motorcycle-riding gunman in Caloocan City in July 2022.

Reports said that Valencia, a native of Zaragoza, Nueva Ecija was driving his car along Barangay 171 in Bagumbong, Caloocan City when he was shot without any provocation by the lone assassin.

The victim lost control of his vehicle and rammed an electric post.

Investigators later recovered six 9 mm cartridges at the scene. Police then eyed a ‘love triangle’ as the most probable motive behind the cop’s killing.

When arrested by members of the PNP-IMEG inside East Bellvue in Barangay San Isidro, Rodriguez (formerly Montalban), Rizal around 9:40 p.m. last Monday, the suspect yielded a sling bag with a caliber .45 semi-automatic pistol with three magazines containing 23 pieces of live .45 ammunition and two mobile phones.

As a result, he will be facing a separate case for violation of Republic Act 10591 or the Comprehensive Firearms and Ammunition Regulations Act of 2013 and violation of the gun ban under the Omnibus Election Code.

De Leon said that his men were assisted by officers from the Rizal Police Provincial Office, the Rodriguez Municipal Police Station and the Police Regional Office 4-A and the East Bellvue Homeowners’ Association in serving the warrant of arrest against the 29-year old AWOL cop.

On the other hand, the official said that Pat. Balderas was arrested at the Regional Special Training Unit 2 training ground in Camp Marcelo Adduru in Tuguegarao City.

IMEG Luzon Field Unit operatives, supported by members of the Tuguegarao City Police Station, arrested the suspect.

De Leon said that the 24-year old rookie cop was the subject of a criminal complaint filed by his ex-girlfriend in 2021.

The complainant accused the suspect of subjecting her to psychological abuse while he was still undergoing a PNP Field Training Program in Cauayan City in Isabela in 2021.

Acorda said the arrest of the erring policemen sends a powerful message to any remaining rogue individuals in uniform. It showcases the unwavering dedication of the PNP to cleanse its ranks, restore the organization’s integrity and rebuild public trust,” the top cop said.
