
PNP gives primer on benefits of cops killed or wounded in duty
A PRIMER on benefits and other privileges to be received by members and dependents of Philippine National Police who are either killed or wounded in the line of duty is officially out.
PNP chief General Rommel Francisco D. Marbil led the launching of the Primer on Pay and Regular Allowances, Benefits and Privileges of PNP Personnel and their Dependents in Camp Crame.
The PNP initiative aligns with the national government’s commitment, as mentioned by President Ferdinand R. Marcos Jr., to continuously improve the support system for uniformed personnel.
To ensure accessibility of information, 2,676 copies of the primer were distributed to PNP offices and units in November 2024 to serve as a comprehensive guide on their personnel’s compensation and benefits.
On the other hand, the KIPO/WIPO Benefits Information Poster stems from the December 2024 launch of the advocacy film “Benepisyo,” which aimed to raise awareness of the financial and legal assistance available to the families of fallen and injured personnel.
Gen. Marbil was joined by PNP Deputy Chief for Administration, Lieutenant Gen. Jose Melencio C. Nartatez Jr. and PNP Deputy Chief for Operations, Lt. Gen. Robert T. Rodriguez during the event.
Also present were the heads of the different PNP Directorial Staff led by those from the Directorate for Personnel and Records Management and their Morale and Welfare Division.
The director of the PNP-DPRM, Major Gen. Contancio T. Chinayog Jr., emphasized the significance of the latest police initiative.
Gen. Marbil also reaffirmed the organization’s dedication to ensuring that all personnel are well-informed and supported when he spoke during the event.
“Let us ensure that our personnel—both uniformed and non-uniformed—receive the benefits and privileges rightfully due to them.
A better system means empowered personnel who feel secure, knowing that their welfare and that of their families are a priority.
By strengthening these mechanisms, we foster a stronger, more motivated police force dedicated to public service,” the top cop said.
The PNP chief also underscored the importance of educating personnel about their entitlements.
PNP Public Information Office chief, Colonel Randulf T. Tuaño explained that through this initiative, the PNP shows it remains steadfast in its mission to care for its personnel—not just in their line of duty, but in safeguarding their future and that of their families.
Included in the primer are the valuable assistance given to policemen who may be killed or wounded in the line of duty as part of the national government’s comprehensive program to ’serve those who ‘serve and protect.’
The comprehensive benefit program is showcased in a short video made by the Police Community Affairs and Development Group headed by Colonel Marvin Joe C. Saro in cooperation with the PNP Directorate for Police-Community Relations Group under Major Gen. Roderick Augustus B. Alba and the PNP-PIO.
Col. Saro said the video is meant to assure members of the 232,000-strong national police force that the Marcos administration in general and the PNP leadership in particular have institutionalized program to ‘serve those who serve and protect’ specifically by ensuring they will feel protected so they can do their job effectively.
At present, benefits of police personnel killed in the line of duty or police operations include the following from the PNP: grant of Special Financial Assistance (SFA) under Republic Act 6963 which include the release of the equivalent of 6-month salary, allowances and bonus depending on rank as well as Commutation of Accumulated Leave (CAL).
The National Police Commission also provides for a burial expense equivalent to a 3-month basic salary, a gratuity equivalent to a 12-month basic salary, monthly pension and scholarship for the slain personnel children which include a P10,000 allowance for kindergarten students, P18,000 for elementary student, P24,000 for high school students, P18,000 per semester for vocational students, and P30,000 per semester for college students.
Educational assistance may be given to a maximum of two children or other qualified beneficiaries.
Their Comprehensive Social Benefits Program or CBSP includes the Presidential Social Fund-Special Financial Assistance of P250,000 for the 1st Tranche and another P250,000 for the 2nd Tranche.
Their families can also avail of a housing unit worth P450,000 in existing PNP or Armed Forces of the Philippines housing sites or house construction in their existing owned lot or and a P100,000 assistance for house repair/renovation.
At the same time, they can avail of health assistance from the PAGCOR, the Department of Health thru the Medical Social Workers Department/Malasakit Centers.
Qualified beneficiaries may also be eligible for employment in the PNP, AFP, Bureau of Fire Protection, Philippine Coast Guard, DoH, Department of Public Works and Highways and other private companies through the Departments of Labor and Employment and Trade and Industry.
On the other hand, policemen wounded in the line of duty automatically receive the following benefits.
From the PNP, the full reimbursement of hospitalization expenses or RHE, special promotion and awards to be determined by the PNP National Headquarters Special Promotion, Awards and Decorations Board and reassignment.
Wounded in Action or WIA personnel automatically receive P100,000 from the Office of the President-Presidential Social Fund. Those who suffer permanent disability as a result of their injuries get P250,000.
