PNP cutting red tape for improved service

THE Philippine National Police headed by General Rommel Francisco D. Marbil has reinforced its commitment to streamlining processes and eliminating bureaucratic inefficiencies in all its units and offices across the country.

The commitment was renewed during a two-day Comprehensive Orientation on the Provisions and Implementation of Republic Act No. 11032, also known as the Ease of Doing Business and Efficient Government Service Delivery Act of 2018 at Camp Crame.

The event spearheaded by the Center for Police Strategy Management was held at the PNP Training Service on Wednesday and Thursday.

This initiative aligns with President Ferdinand R. Marcos Jr.’s call for greater efficiency, transparency, and accountability in government service delivery, Gen. Marbil said.

He added that under the president’s leadership, the government continues to push for reforms that will eliminate red tape, enhance public trust, and ensure that government services reach the people without delay.

In his message during the event read by PNP Deputy Chief for Operations Lieutenant Gen. Robert T. Rodriguez, the PNP chief emphasized that RA 11032 is instrumental in transforming public institutions into efficient, accountable, and citizen-centered agencies.

“The very essence of the Ease of Doing Business Law, which ARTA upholds, is about ensuring that public service delivery is fast, transparent, and free from unnecessary red tape,” he said.

The guest of honor and speaker during the program, Anti-Red Tape Authority Secretary Ernesto V. Perez underscored the broader impact of the law on governance.

“By embedding the principles of RA 11032 into your daily operations, you are not only fulfilling a legal obligation but also fostering trust and confidence in our law enforcement institutions. When public services are delivered with speed, transparency, and integrity, citizens feel valued and protected,” he said.

CPSM director Brigadier Gen. Jose DJ Manalad Jr., expressed gratitude to ARTA for its continued support in enhancing public service efficiency within the PNP.

“We are honored to be among the recipients of this vital training. It significantly strengthens the capacity of our frontline personnel, ensuring that we deliver services with utmost effectiveness and efficiency,” he said.

The orientation featured a series of lectures aimed at equipping PNP personnel with a comprehensive understanding of RA 11032 and its practical applications across police services.

Among the key topics discussed during the event were the establishment and functions of the PNP Committee on Anti-Red Tape (PNP CART), harmonized client satisfaction mechanisms, and proper documentation and implementation of the Citizen’s Charter.

A workshop component was also integrated, allowing participants to apply their learning through collaborative process reengineering exercises.

The PNP remains committed to upholding the principles of transparency, accountability, and efficiency in government service delivery, ensuring that the organization continuously enhances its responsiveness to the needs of the public, Gen. Marbil said.
