PNP addressing ‘3 Gs, 1 F’ in mid-term polls – Marbil

PHILIPPINE National Police chief, General Rommel Francisco D. Marbil yesterday said they are making all the necessary preparations to address the so-called ‘3 Gs and 1 F’ in the May 12 National and Local Elections: Guns, Goons, Gold and Fake News.

Speaking at the end of ceremonies marking the 72nd founding anniversary of the PNP Criminal Investigation and Detection Group, the top cop told Camp Crame newsmen that 100 days before the election period started, they had already been preparing to counter the ‘3 Gs and 1 F’ in the mid-term polls.

Gen. Marbil said they have even included active police, military, and other law enforcement officers who would engage in partisan politicking activities and actively support candidates as part of the ‘Goons’ they are targeting apart from the usual members of Private Armed Groups working for rogue politicians every election period.

He explained that policemen and soldiers who would play partisan politics and seriously involve themselves with candidates over and above their main role which is to keep peace and order and ensure a fair and orderly election would now be considered as part of the ‘Goons’ they want to neutralize.

He said that any member of the police force who would be found to be serving as an unauthorized bodyguard or helping candidates at the cost of the PNP’s image would be unmasked and given strict sanctions.

“This is a warning to all. Let’s all stay apolitical,” he said. Gen. Marbil said any cop who will be found to be acting as a ‘Goon’ of candidates will find himself in deep trouble and won’t get the promotion he wants.

He added that the immediate commander of policemen who will allow themselves to become ‘Goons’ of candidates will also be relieved. “Alam ng intelligence units natin yan kaya ang payo ko sa inyo, wag kayong magpagamit.

Wag tayong sumasama sa mga pulitiko kahit hindi nila tayo security personnel. Let’s be apolitical,” he said.

The PNP chief said he has ordered the PNP-CIDG headed by Brigadier Gen. Nicolas D. Torre to continue their aggressive campaign against ‘Guns’ which include active and potential PAGs and loose firearms that could be used as an ‘instrument of violence’ during the May elections.

He added that in going after ‘Gold’ which refers to money being used by candidates to buy votes, they are now also addressing the possibility that vote-buyers and sellers will take advantage of GCash and other mobile payment apps in the country.

Gen. Marbil said they want to address fake news, particularly in social media which can destroy the image of candidates with just one click of the finger.

The top cop last week also warned any member of the police force who will ‘moonlight’ as bodyguards of politicians during the election period that they will be fired from their force once identified.

“This should be a warning to all. We are very strict on our personnel who are engaged in so-called ‘moonlighting’ activities. Just remember the case of the 11 SAF personnel, two of them officers who were dismissed from the service last year for the same offense,” he said. Gen. Marbil said they are implementing the ‘Alunan Doctrine’ when it comes to providing security protection to politicians and other ‘high-risk individuals.’

Under the Alunan Doctrine, a politician having more than two personal armed guards would be considered as having a private armed group and as such, that PAG should be dissolved. The said doctrine however allowed only two security personnel for politicians subject to strict background investigation, threat assessment validation and Comelec approval.
