PCUP to DILG: Review criteria for ‘Seal of Good Local Governance’

WITH the rising numbers of demolition and eviction cases in our country, particularly in highly urbanized cities such as the National Capital Region (NCR), the Presidential Commission for the Urban Poor (PCUP) pleads to the Department of Interior and Local Government (DILG) to review and realign its criteria for the awarding of Seal of Good Local Governance (SGLG) to local government units (LGUs), specifically on the issue of assisting those affected of the said activities.

In his statement, PCUP Chairperson and CEO Undersecretary Alvin S. Feliciano exclaimed, “As sole foundations of their respective constituents, it is just for our LGU to look closely to the lives of our urban poor living in their radar, and with demolition and eviction on mind, they must act upon these activities to help the most vulnerable of their society.”

“With this thesis, I, on behalf of our Commission, hopes that DILG could include certain provisions of the Urban Development and Housing Act, especially in the distribution of Relocation Assistance and Financial Assistance or RA/FA, as one of the criteria of SGLG,” he added.

As one of the governing bodies that tackle the issue of demolition and eviction, PCUP also formulated Commission Resolution No. 04, s. 2021 as an initial document on the request to include certain provisions of RA 7279 o UDHA to be an official part of the selection process under SGLG.

Sections 7, 8, and 28 of UDHA stated that LGU must give certain assistance to victims of demolition and evictions in their vicinity, and these include resettlement plan, local shelter plan, distribution of financial aid, and survey of possible land for potential relocation.

Besides this request, PCUP continuously carries out its Pre-Demolition Conferences or PDC and its Social Preparation Activities to ensure that there will be a just and humane dialogue and process for the parties involved.

Usec. Feliciano finishes, “I just hope that DILG can answer our petition in a positive manner, and for the LGUs of these HUCs, may you fervently help our Kababayans in every aspect, every time, not just as a part of your mandate, but as your responsibility.”
