P20M TRAVEL EXPENSES NG OVP

HUMIHINGI ng paliwanag si Bayan Muna Chairman Neri Colmenares sa tanggapan ni Vice President Sara Duterte kaugnay ng P20 milyong travel expenses nito sa loob lamang ng tatlong buwan.
Ayon kay Colmenares, mayroong P59.5 milyong pondo ang Office of the Vice President (OVP) para sa biyahe pero naubos na agad ang P20 milyon dito sa loob lamang ng tatlong buwan.
“The OVP answer during her budget deliberations, how she spent P20 million travelling expenses in just over three months when she has a budget of P59.5 million for travel as OVP, not to mention the billions in travel budget by the DepEd (Department of Education),” ani Colmenares sa isang pahayag.
Kinukuwestyon din ni Colmenares ang paggamit ng confidential fund ng tanggapan ni Duterte.
Batay sa nakalap umanong impormasyon ng Bayan Muna, ginastos ni VP Duterte ang P125 milyon sa kanyang confidential fund mula Pebrero 6 hanggang Marso 29, 2023, o sa loob lamang ng 50 araw.
Mula Abril 25 hanggang Hunyo 30, 2023, o sa loob ng mahigit na dalawang buwan, ay gumastos umano ito muli ng P125 milyon, ayon kay Colmenares.
Bukod dito, sinabi ni Colmenares na hindi pa naipapaliwanag ni Duterte ang P125 milyong confidential fund na ginastos nito sa loob ng 11 araw noong 2022.
“Untransparent itong CIF, dapat tight guarding ito. Kaya hindi puwedeng pabayaan na lang ang pagwaldas ng pondo ng bayan sa mga kunyaring pinagkagastusan na wala naman support ng resibo o proof of payment. Dapat ang mga pondong ito, dalhin sa mga nangangailangan tulad ng ayuda sa mga nasalanta ng bagyong Carina at oil spill, hindi sa reward o travel ng kung sinu-sino,” ani Colmenares.
“Dapat mahinto na ang kaliwa’t kanan na pagbigay ng confidential and intelligence fund sa mga sibilyang ahensya ng gobyerno. Congress must ensure that the 2025 budget is cleansed of such highly irregular and unauditable expenses like these confidential and intelligence funds. Charges must be filed against those who cannot account for their CIF expenses,” dagdag pa nito.
P82M OVP confidential fund ginastos sa ‘food aid’ kahit ipinagbabawal
Ginastos ng tanggapan ni VP Duterte ang P82 milyon na bahagi ng confidential funds nito sa “food aid,” bagay na ipinagbabawal ng COA-DBM-DILG-GCG-DND Joint Circular No. 2015-01.
Ayon kay Colmenares, kuwestyunable ang ginawang paggastos ng tanggapan ni VP Duterte sa confidential fund na inilagak sa kanyang ahensya para sa 2022 at 2023.
“According to information gathered by Bayan Muna, VP Duterte spent P125 million of her Confidential and Intelligence Fund just for the period of February 6-March 29, 2023, or in a span of about 50 days. Worse, she again spent another P125 million from April 25 to June 30, 2023, or just over two months,” sabi ni Colmenares sa isang pahayag.
Sa nasabing panahon, ginastos umano ni VP Duterte ang P22 milyon para sa pagbili ng impormasyon at P27 milyon bilang reward.
“She also reported spending a total of P82 million allegedly for ‘food aid’ which is NOT allowed under the COA-DBM-DILG-GCG-DND J.C. No. 2015-01 dated January 8, 2015. Food aid is not intelligence work and cannot be a part of CIF expense. Since this supposed ‘food aid’ is not allowed for CIF spending, Congress must require the OVP to produce the receipt of this spending as this is no different from auditable government projects distributing aid,” giit ni Colmenares.
Rekord ng confidential fund ni VP Sara isinubpoena ng House appropriations panel
Walang tumutol sa pagpapa-subpoena sa mga rekord kung papaano ginastos ni VP Duterte ang confidential fund nito sa ilalim ng OVP at sa dati nitong pinamumunuang DepEd.
Sa pagdinig ng House committee on appropriations nitong Martes, ipinaliwanag ni Commission on Audit (COA) Chairperson Gamaliel Cordoba na hindi maaaring basta na lamang ilabas ng ahensya ang impormasyon kaugnay ng confidential fund.
“Because of the nature of the funds, which is confidential, we cannot divulge it. But if mayroon pong subpoena, we can study the subpoena and we can submit,” ani Cordoba.
Kung walang subpoena, sinabi ni Cordoba na ang tanging maibibigay umano ng COA ay ang accomplishment record kaugnay ng paggamit ng confidential funds.
Ayon pa kay Cordoba, kada quarter ay nagsusumite ang mga ahensya na mayroong confidential fund ng accomplishment reports sa Office of the Speaker, Office of the Senate President at Office of the President.
Upang makakuha ng kopya, nag-mosyon si ACT Teachers Rep. France Castro na ipa-subpoena ang rekord ng confidential fund ng OVP noong 2022 at 2023.
Sumegunda naman si Gabriela Rep. Arlene Brosas sa mosyong ito.
Ipinasama naman ni Kabataan Rep. Raoul Manuel ang rekord ng confidential funds ng DepEd.
Walang tumutol sa mga mosyon kaya inaprubahan ito ni House committee on appropriations senior vice chairperson Stella Luz Quimbo na siyang presiding officer ng pagdinig.
