New NCRPO chief’s ‘AAA’ strategy in the works
NEW National Capital Region Police Office (NCRPO) director Brigadier General Anthony Aberin has launched a so-called ‘AAA’ policing strategy which fully adheres with the Police Operational Procedures and gives full priority to the observance of human rights and the rule of law, the Journal Group learned.
Aberin said his leadership will be anchored on his ‘AAA’ framework which emphasizes that the police force and all its members should be ‘Able, Active and Allied’ police officers.
This strategy puts premium on competence, reliability and accessibility of police services, giving priority on equipping personnel with skills, resources, technology and transparency in the performance of their duties and responsibilities.
The official’s proactive strategy also focuses substantially on intelligence-driven operations against crimes, coupled with enhanced police presence and visibility in the streets of the metropolis as the cornerstones of crime prevention and solution.
His approach in law enforcement is simple: all police personnel should adhere to the Police Operational Procedures in all undertakings.
He also said that while the welfare of all NCRPO personnel is their paramount concern, he will never tolerate any deviations from their rules and regulations.
“Those who violate will be penalized but due process of law will strictly be afforded to everyone,” Brig. Gen. Aberin said.
The official also underscored the importance of a strong, consistent and strategic partnership with other government agencies, private sector, the media and most specially, the community at large in their collective pursuit for peace and security ahead of the May 12, 2025 elections.
Brig. Gen. Aberin used to be a director of the PNP Aviation Security Group.
While still a police colonel, he commanded the Tawi-Tawi Police Provincial Office where he addressed maritime threats and insurgency challenges while fostering much-better partnership with the local community.
He later became a member of the Command Group of the PNP Criminal Investigation and Detection Group where he showcased his ability to investigate high-profile cases, dismantle private armed groups and combat all forms of criminality including threats to national security and the economy.
In March 2023, Brig. Gen. Aberin became the police director of Central Visayas where he became known for his all-out effort to significantly reduce illegal drug trade, dismantle threat groups and organized crime syndicates and address the presence of loose firearms and illegal gambling.
Brig. Gen. Aberin expressed his gratitude to President Ferdinand R. Marcos Jr., Department of Interior and Local Government Secretary Juanito Victor C. Remulla Jr. and PNP chief, Gen. Francisco Marbil for entrusting him the major role of leading the metropolitan police force.
“I believe that to properly carry out our tasks, we need to get back to basics and concentrate on crime prevention and solutions.
Let us always be reminded of our fundamental duty as law enforcers: to prevent crime and solve crimes,” Brig. Gen. Aberin said.
