NBI urges homicide raps vs PNP, PDEA men in misencounter

THE National Bureau of Investigation (NBI) has recommended filing of several charges against the operatives of Philippine National Police (PNP) and Philippine Drug Enforcement Agency (PDEA) involved in the alleged February 24 misencounter in Quezon City.

In his letter to Prosecutor General Benedicto Malcontento of the National Prosecution Service, NBI Director Eric Distor detailed their findings and recommendations regarding the incident.

NBI recommended the filing of homicide charges against PDEA Agents Khee Maricar Pornobi Rodas, Jelou Juanitez Satiniaman, Jeffrey Panhon Baguidudol and Romeo Asuncion for the death of Police Cpl. Eric Elvin Garado and P/Cpl. Lauro de Guzman.

Also facing homicide charges is P/Cpl. Alvin Borja and two John Does for the death of PDEA Agent Rankin Gano.

The NBI also recommended filing of frustrated homicide against PDEA Agent Jelou Juanitez Satiniaman, PLt Ronnie Ereno, PCpl Alvin Borja, PCpl Marlon Masiclat, PCpl Ronilo Prepose, PCpl Jason Coranez, PCpl Aries Curit, PCpl Marco Tapanan and PCpl James Dasalla.

Meanwhile, violation of Anti-graft and corrupt practices act for the delivery of prisoners from jail, gross neglect of duty and grave misconduct were recommended to be filed against Police Major Sandie Caparroso, chief of the Quezon City Police District Special Operations Unit; PLt Ronnie EReno PLt Honey Besas; and PCPL Christopher Alvarez

Three unidentified men were charged with robbery due to the missing marked money.

It can be recalled that during the Senate hearing,

PDEA and QCPD officials blamed each other for the Ever Gotesco encounter.

PDEA Director General Wilkins Villanueva focused his presentation on what he called the QCPD’s operational lapses, as he pointed at CCTV footage which showed it was a policeman who fired first.

Cesar Bacani, director for the National Capital Region of the National Bureau of Investigation, told the hearing that some operatives of PDEA and QCPD claimed that Untong ‘Bato’ Matalnas, the informant who was identified as among the fatalities in the encounter, was still alive after that shootout.
