Munti prisons reform: 700 guards replaced

BUREAU of Corrections (BuCor) chief Gregorio Catapang Jr. has replaced 700 prison guards stationed at the Maximum Security Compound of New Bilibid Prison in Muntinlupa City due to continued complaints of misconduct despite ongoing reforms under new leadership.

The relieved guards will undergo retraining and will be reassigned to different prison facilities under BuCor, according to Catapang.

“You will undergo retraining. And you will be assigned with other prison and penal farms up to now I am not seeing any improvement on the manner on how you handle the Maximum Prison Compound. I still receive information of a misdemeanors, ” Catapang said in his speech.

“You will undergo a refresher course. You will also undergo additional extra instruction on how to do your job, ” he added.

Catapang disclosed that some erring guards allegedly obscured the views of newly-installed CCTV cameras to avoid detection while allegedly committing irregularities.

“Yung mga CCTV na nilalagay ko binabaligtad ninyo pa. Inilagay ko yan para mabantayan kayo pero ayaw ninyo sa CCTV. That’s an outright violation of specific orders,” he said.

He further stated that the old guards would be replaced by “incorruptible guards in uniforms with no pockets to hide contraband.”

“So henceforth all uniforms, yung mga uniform na mag-post (ay) walang bulsa, walang pocket, walang lahat para wala na kayong isisiksik, wala na kayo katabing cellphone, kung ano mang mga cellphone pa na kailangan ninyo na dadalhin, ” Catapang said.

Additionally, the guards will now be provided with body cameras and other equipment for speedy coordination with their superiors.

Catapang emphasized his goal to reform BuCor and for the reforms to be deeply rooted in the hearts and minds of its personnel.

“I think I have to emphasize that I am really here to reform BuCor. I want the reforms to be really engraved in your hearts and minds, ” he said.
