PRESIDENT Ferdinand R. Marcos Jr. on Wednesday ordered the promotion of 30 Philippine National Police generals and 86 full-fledged Colonels in what has been seen as the largest mass promotion in the police force in recent history.

The generals are led by PNP Chief Directorial Staff newly-promoted Lieutenant General Emmanuel B. Peralta, a classmate from Philippine Military Academy ‘Sambisig’ Class of 1991 of PNP chief General Benjamin C. Acorda Jr.

Eight got their 2nd-stars namely, Major Gen. Sydney S. Hernia, the director of the PNP Anti-Cybercrime Group; Maj. Gen. Benjamin H. Silo Jr. of the PNP Civil Security Group; Maj. Gen. Rommel Francisco D. Marbil of the PNP Directorate for Comptrollership; Maj. Gen. Samuel C. Nacion, director of the PNP Academy;

Maj. Gen. Jose Melencio C. Nartatez Jr., director of the National Capital Region Police Office; Maj. Gen. Mafelino A. Bazar, Deputy Director of the Area Police Command-Northern Luzon; Maj. Gen. Leo M. Francisco of the PNP Directorate for Operations; and Maj. Gen. Joker T. Cuanso, Deputy Inspector General of the PNP Internal Affairs Service.

Marbil is another member of PMA Class 1991 while Hernia, Nartatez, Bazar and Francisco are all products of PMA ‘Tanglaw-Diwa’ Class of 1992. Silo is a lawyer who joined the police force in 1991 while Nacion is a member of PNP Academy ‘Tagapagpatupad’ Class of 1992. Cuanso belongs to PNPA ‘Tagapaglunsad’ Class of 1993.

Ardiente, PNPA Dean of Academic; Brig. Gen. Romeo J. Macapaz, director of the PNP Intelligence Group; Brig. Gen. Jerich T. Royales, director of the PNP Information Technology Management Service;

Brig. Gen. Segundo C. Lagundi, RIAS 3 director in Central Luzon; Brig. Gen. Bernie H. Orig, Executive Officer of the PNP Directorate for Human Resource and Doctrine Development; Brig. Gen. Jerry V. Protacio, Executive Officer of the PNP Directorate for Information Communications and Technology Management;

Brig. Gen. Milo B. Pagtalunan, Executive Officer of the APC-Visayas; Brig. Gen. Jacob G. Macabali, Executive Officer of APC-Northern Luzon; Brig. Gen. Job Russel M. Brig. Gen. Jeffrey S. Fernandez, Executive Officer of the PNP Directorate for Police-Community Relations; Brig. Gen. Gideon E. Dy, Executive Officer of the APC-Western Mindanao; Brig. Gen. Portia B. Manalad, director of the PNP Women and Children Protection Center; Brig. Gen. Radel DL Ramos, director of the PNP Training Service; and Brig. Gen. Reynaldo V. Acosta, head of the Regional Internal Affairs Service 5 in Bicol region.

The 86 Lieutenant Colonels who were promoted to the rank of Police Colonel are led by Col. Ferdinand Z. De Asis.

The appointment papers of the newly-promoted police officials duly signed by President Marcos Jr. as transmitted to the Department of the Interior and Local Government by Executive Secretary Lucas P. Bersamin was released on Wednesday by DILG Officer-in-Charge pa Undersecretary Lord A. Villanueva.

“May this inspire them to work harder despite the travails of public service, always bearing in mind the PNP motor “to serve and protect, to ensure the security and safety of our people and communities,” said Usec. Villanueva as he presented the appointment papers of the 3rd-Level Officers.

The promotion papers of a number of police generals and colonels are still being processed by the Napolcom and the Civil Service Commission prior to their transmission to the Office of the President as of press time, the Journal Group learned.

The mass promotion was announced amid a Journal Group series of articles regarding ‘demoralization’ sweeping the Officers’ Corps of the 228,000-strong police force due to their much-delayed promotion.

On Monday, Gen. Acorda led his officials in pouring their sentiments against a number of Napolcom officials led by Napolcom Vice Chairman and Executive Officer Alberto P. Bernardo for their purported role in the much-delayed promotion of the 3rd-Level Officials, many of whom should have been promoted as early as 10 months ago.
