DILG Secretary Abalos leaves legacy as ‘top Cabinet performer’
THE latest “Boses ng Bayan” performance assessment conducted September 20-30, 2024, by the RPMD Foundation Inc. (RPMD) has recognized the leading cabinet officials in the Marcos administration. Topping the list, Department of Interior and Local Government (DILG) Sec. Benhur Abalos Jr. achieved an exceptional 95.8% job performance score. Throughout his tenure, Abalos consistently led, cementing his legacy as the highest-ranking cabinet official before stepping down to pursue a Senate seat.
The independent, non-commissioned third quarter survey also ranked Department of Social Welfare and Development (DSWD) Sec. Rex Gatchalian with a notable 93.5% and Department of Tourism (DOT) Sec. Christina Garcia-Frasco at 92.7%, both securing high standings among the top officials. In third place, the Department of Budget and Management (DBM) Sec. Amenah Pangandaman received 89.4%, followed by Department of Justice Sec. Jesus Crispin Remulla at 87.3% in fourth, and Solicitor General Menardo Guevarra of the Office of the Solicitor General (OSG) at 85.6% in fifth.
Further rankings highlight additional top-performing officials: Sec. Ivan John Uy of DICT with 83.4% and Sec. Ralph Recto of DOF with 82.7% shared the sixth place. Tied for seventh, Sec. Sonny Angara of DepEd with 81.2%, and Sec. Ted Herbosa of DOH earned 80.5%. For the eighth spot, Sec. Alfredo Pascual of DTI (79.7%), Sec. Renato Solidum Jr. of DOST (78.9%), and Sec. Jerry Acuzar of DHSUD (78.8%) achieved closely matched scores. Sharing the ninth place, Sec. Manuel Bonoan of DPWH scored 77.6%, and Sec. Enrique Manalo of DFA received 77.3%. Completing the top ten, Sec. Francisco Tiu Laurel Jr. of DOA earned 76.1%, and Sec. Jaime Bautista of DOTr posted 75.8%.
The rankings continue with Sec. Arsenio Balisacan of NEDA (75.0%) in eleventh place, Executive Secretary Lucas Bersamin of OES (73.7%) in twelfth, and Sec. Gibo Teodoro Jr. of DND (72.5%) in thirteenth. Sec. Bienvenido Laguesma of DOLE follows with 71.3% in fourteenth place, Sec. Hans Leo Cacdac of DMW at 70.1% in fifteenth, and Sec. Raphael Lotilla of DOE at 68.4% in sixteenth. Rounding out the list, Sec. Conrado Estrella of DAR earned 66.8% in seventeenth place, and Sec. Antonia Loyzaga came in eighteenth with 64.3%.

Christina Garcia-Frasco, Sec. Pangandaman, Sec. Jesus Crispin Remulla, and SolGen Guevarra—for their impressive scores and commitment to excellence. “These officials have shown exceptional dedication and leadership, setting a high standard in public service,” Dr. Martinez remarked.
He noted that, in summary, the cabinet’s performance has shown significant improvement, with all officials scoring above the passing threshold of 52%, and the lowest score reaching 64.3%.
“These results reflect positively on the administration’s efforts to uphold effective governance and deliver on its promises,” he added, underscoring the significance of continuous progress in public service delivery.
The nationwide “Boses ng Bayan” survey employed random sampling through interviews with 10,000 adult respondents, achieving a ±1% margin of error and a 95% confidence level. Conducted in the third quarter (Q3), this survey accurately reflects the true sentiments of the Filipino people. By encompassing a statistically representative sample from each region, the survey captures diverse perspectives across various demographics, providing a reliable snapshot of public opinion across the nation.
