LTO suspends registration of truck in fatal Katipunan flyover accident

LAND Transportation Office (LTO) Chief, Assistant Secretary Atty. Vigor D. Mendoza II has ordered a 90-day preventive suspension on the registration of the truck that figured in a fatal accident at the Katipunan Flyover in Quezon City that left four people dead and 25 others injured.

Mendoza’s order came after the investigation disclosed that the Isuzu Wing Van Truck with Plate No. RJK719 was involved in multiple traffic violations from 2021 to 2023 before the fatal road accident on Dec. 5.

“We also found out during the investigation that the same truck’s registered engine number is different from the engine recorded in the findings of the North Motor Vehicle Inspection Center (NMVIC) team,” said Mendoza.

Following the discovery of the traffic violation records and discrepancy in the registration, the official said he also ordered that the license plate of the truck be confiscated.

Immediately after the Katipunan accident, the LTO issued a Show Cause Order (SCO) against the driver of the truck, identified by the police as Richard Mangupag, and the registered truck owner.

The truck turned out to be registered to a company engaged in sugar manufacturing.

The truck rammed several motor vehicles at the Katipunan flyover and left four people dead and 25 others injured. The driver claimed that the brakes malfunctioned. The LTGO said overloading could have caused the brake to malfunction.
