LTO issues show cause order to SUV owner in road rage incident

THE Land Transportation Office (LTO) has issued a Show Cause Order (SCO) on the owner of a sports utility vehicle (SUV) involved in another road rage incident in Valenzuela City on August 19.

The registered owner of the vehicle is a female resident from Bulacan. LTO Chief Assistant Secretary Atty. Vigor Mendoza II said the SCO that was issued was aimed at identifying who was driving the vehicle when the gun-toting incident happened in Barangay Bignay in Valenzuela City.

“Gusto nating malaman kung sino ang nagmamaneho ng sasakyan na ito nung mangyari ang insidente. Gusto rin nating malaman kung nabenta na ba ang sasakyan na ito o nahiram lang,” said Mendoza.

“The quick action of your LTO serves as a warning to all the motorists, especially those with anger management issues, that such acts are unacceptable and will certainly have consequences,” he added.

Mendoza said a copy of the SCO was already forwarded to the office of Department of Transportation Secretary Jaime Bautista.

In the video, a man was seen leaving his car with a gun and loading the firearm in front of another motorist he was confronting.

In the SCO signed by LTO-National Capital Region Director Roque Verzosa III, the registered owner was asked to appear on Sept. 14 to explain why she should not be penalized for the following offenses:

1. Violation of Section 48 of Republic Act 4136 (Reckless Driving)
2. Violation of Section 27 of RA 4136 (Improper Person to Operate Motor Vehicles)
3. Violation of Section 54 of RA 4136 (Obstruction of Traffic)

The registered owner was also asked to submit a notarized affidavit and supporting documents to explain.

Mendoza said that pending the result of the investigation, the registration of the SUV with license plate NBB 3135 is preventively suspended for 90 days.

Mendoza further said the LTO would work with other concerned agencies to identify the man in the video. He said the LTO would coordinate with the Valenzuela local government as well as with the police and barangay officials in the area.
