Lacson: Discipline to prevent abuses in uniformed services

PARTIDO Reporma presidential candidate Panfilo “Ping” Lacson said there is only one word to prevent abuses in the uniformed service – discipline.

A former national police chief himself, Lacson said abuses immediately come after when discipline is lost on the part of the law enforcement agencies or the police, armed forces and other uniformed services.

“Disiplinahin natin yung uniformed services kasi diyan nagsisimula yung abuso kapag nawala na ang disiplina sa ating mga kapulisan, sa ating armed forces at saka uniformed services – yung law enforcement agencies.” the Partido Reporma standard bearer told reporters during a press briefing in Rafael, Bulacan Saturday.

This was in reaction when asked what will be his policy if elected president to prevent policemen from resorting to practices such as trumped up charges, red tagging and arrests of activists.

A Guillermo Eleazar winning a Senate seat according to Lacson will be a factor in disciplining the ranks of the law enforcers citing his experience being a top cop like him.

Eleazar who just hanged his service uniform last November 13, or two days before the last date of substitution set by the Commission on Elections (COMELEC) for candidates in the May 9 elections, is a known disciplinarian and has always been hard against the crooked cops.

During his short but meaningful six-month stint as the country’s top cop, Eleazar was proven to be the number one enemy of the bad eggs in the rank but the best friend of the good and straight cops.

When his mistah Debold Sinas was about to retire, Eleazar was the hands down choice of the National Police Commission (NAPOLCOM), recommending his only name to President Duterte to replace his classmate in the Philippine Military Academy (PMA) Batch 1987.

Lacson said that Eleazar and other Partido Reporma senatorial bets Dr. Minguita Padilla and actor-turned politician Monsour del Rosario are known disciplinarians in their respective tracks – Padilla on health and Del Rosario in sports being a tae kwan do expert during his prime.

“Hindi naman sa pagmamalaki, na-i-prove ko na na kayang mag-impose ng disiplina sa ating kapulisan at sa law enforcement services. At saka si General Eleazar, siyempre, malaking tulong kapag nakalusot siya, naging senador siya…,” the presidential wannabe said.

Lacson meanwhile emphasized the need to provide policemen with more body cams which be used in field operations and at the same time promote transparency and protection of the law enforcers.

Being in the field for decades, Lacson said he knew well the danger and the mentality of the police for the longest time while on actual operations.

“On the spot, makikita talaga kung may violation nan nangyayari o wala, para sa proteksyon ng pulis yon. Now kung sabihing nag-malfunction, dapat may kaukulang administrative disciplinary action na magawa doon sa pulis kasi baka mamaya. . .alam mo na,” he explained.

The Partido Reporma bet added; “So, napaka-importante talaga na manumbalik ‘yung trust ng ating mga kababayan sa ating kapulisan.”
