House passes most number of bills under the leadership of Speaker Romualdez

THE House of Representatives, under the leadership of Speaker Ferdinand Martin Romualdez, set a new record for the most number of legislation passed thus proving that the Lower House was productive during the 19th Congress.

The accomplishment of the House raised the bar of standards that should be met by succeeding legislation and raised the reputation of Congress as a body that takes action and produces results.

From the time the 19th Congrese opened in July 25, 2022 until Dec. 27, 2024, the number of proposed legislation in Congress was 13,454. Of this number, 1,368 were approved of which 166 were passed into laws– 73 national laws and 93 local laws.

“This Congress has set a new standard for productivity and purpose. Our collective achievements reflect our deep sense of duty to the Filipino people, ensuring that every measure we craft, debate, and pass uplifts lives, strengthens communities, and builds a resilient nation,” Speaker Romualdez said.

Out of the 13,454 proposed legislation, 11,241 were bills, 2,212 were resolutions, and one ore petition. There were also 1,319 committee reports filed during this period.

During the 178 session days, Congress also processed 4,760 proposed legislation or an average of 12 proposed legislation in every session.

Aside from passing proposed legislation, the Lower House also conducted investigations in order to exact accountability from erring government officials. It supported nine committee reports that came from investigations, which strengthened the House of Representatives’ position as a guardian of public trust.

“We are not just legislators; we are guardians of public trust. Every inquiry conducted, every recommendation adopted, ensures that governance is rooted in integrity and service to the people,” Speaker Romualdez said.

The collaboration between the House of Representatives and the Senate was also key to their success.

“Our synergy with the Senate ensures that the laws we pass are practical, implementable, and responsive to the needs of the people,” said the House leader that has more than 300 members.

As Congress enters its last phase of the 19th Congress, Speaker Romualdez promised to continue the work of the Lower House.

“This Congress will be remembered as one of decisive action, unwavering unity, and transformative legislation,” the House Chief said.

“We will not rest until every Filipino feels the impact of the progress we are creating—until we achieve a nation that is truly inclusive and empowered,” he added.

Under the leadership of Speaker Romualdez, the Congress showed that it is an institution built on integrity, innovation and results. Its success will serve as a legacy and proof that it plays a higher role in legislation in shaping a strong and inclusive Philippines.
