THE House of Representatives filed its own Resolution of Both Houses (RBH) to discuss the amendment of the economic provisions of the 1987 Constitution as part of the Constituent Assembly together with the Senate.

The RBH 7 of the House is similar to the Senate’s RBH 6 which only aims to amend some economic provisions of the Constitution and does not cover the political provisions that most Filipinos fear.

RBH 7 was filed by Senior Deputy Speaker Aurelio “Dong” Gonzales, Deputy Speaker David “Jayjay” Suarez and Majority Leader Manuel Jose “Mannix” Dalipe before the plenary session began yesterday.

“Malinaw ang aming pakay sa paghain ng RBH 7. Sundan ang ginawa ng Senado sa paghain nila ng RBH 6 para mapalawak ang diskusyon ng constitutional reforms at gawin ito ng dalawang chambers bilang Constituent Assembly,” Dalipe explained.

“Inaasahan namin na mapapabilis ang pag-apruba nito dahil walang pagkakaiba ang mga nilalaman ng aming RBH 7 sa RBH 6 ng Senado,” the Majority Leader stressed.

It was learned that the changes focus on three main areas: National Wealth and Economy, Education, Science and Technology, Arts, Culture, and Sports, and General Provision.

“Ang mahahalagang pagbabago na ito ay naglalayong payagan ang mas malaking partisipasyon ng dayuhang puhunan sa ilang piling sektor sa ilalim ng reguladong kondisyon,” Gonzales explained.

According to Suarez, the resolution emphasizes the importance of adapting the economic policies of the Philippines based on the current world view without sacrificing the Filipino-first policy that has guided the country’s development.

“Binibigyang diin nito ang pangangailangan para sa mga batang Pilipino na magkaroon ng access sa pinakamahusay na mga institusyong pang-edukasyon at para sa bansa na maging mas kaakit-akit na destinasyon para sa dayuhang direktang pamumuhunan, partikular na sa industriya ng advertising,” Suarez added.
