House adopts resolution expressing condolences on demise of FVR

THE House of Representatives on Monday adopted a resolution expressing its sympathy and profound condolences on the demise of former President Fidel Valdez Ramos.

House Resolution (HR) No. 120 was filed by Speaker Martin G. Romualdez, House Majority Leader and Zamboanga City Rep. Manuel Jose “Mannix” M. Dalipe, House Minority Leader and 4Ps party-list Rep. Marcelino Libanan, and senior Deputy Majority Leader and Ilocos Norte Rep. Ferdinand Alexander Marcos.

HR 120 extended the profound condolences of lawmakers to the family of Mr. Ramos and cited the late President’s accomplishments as the country’s 12th President.

“President Ramos considered the presidency as both an honor and a privilege and believed it as a ‘matter of destiny’ to give the people a ‘better quality of life by building on the grains of democracy’” the resolution said.

Former President Ramos is survived by his wife, former First Lady Amelita “Ming” Ramos; and daughters, Angelita Ramos-Jones, Carolina Ramos-Sembrano, Cristina Ramos-Jalasco, and Gloria Ramos.

The resolution said Mr. Ramos was a steadfast leader and the Chairperson Emeritus of Lakas-CMD, the party he founded in 1991 wherein Speaker Romualdez currently serves as the party’s President, together with Vice President Sara Zimmerman Duterte, as the Chairperson of the party.

“Despite the many challenges his administration faced, former President Ramos remained committed in his duty to serve the country and inspired unity among the Filipino people with his usual famous quip, “Kaya ba natin ito? Kayang-kaya basta tayo ay sama-sama!. A pillar of strength, and a true statesman, the demise of former President Fidel Valdez Ramos is a huge loss to the whole country, and he will always be remembered as one of the great leaders who took good governance to heart,” the resolution said.

“The resolute vision of former President Ramos paved the way for real economic gains that renewed the confidence of the investors in the country and brought the Philippines to a building tiger economy status, seeing robust economic growth, exceptional political stability and peace agreements with government separatists,” the resolution stated.

“Former President Ramos also addressed the water and electricity crisis by privatizing the water industry and reorganizing the state power company, and authorizing the creation of new power plants, which resulted in a more efficient and stable supply of water,” the resolution said.

Former President Ramos was an engineer by profession who received his elementary education in a public school in Lingayen, Pangasinan; completed his high school education at the Centro Escolar University Integrated School; obtained his Civil Engineering degree at the National University in Manila; ranked 8thin the Civil Engineering board examinations in 1953; earned his Bachelor of Science in Military Engineering degree from the United States Military Academy in West Point, New York; attained master’s degrees in Civil Engineering at the University of Illinois, National Security Administration from the National Defense College of the Philippines, and Business Administration from Ateneo de Manila University; andwas conferred 29 honorary doctorate degrees;

A military man who rose from the ranks, the resolution said former President Ramos served as the chief of the Philippine Constabulary and vice chief-of-staff of the Armed Forces of the Philippines during the time of former President Ferdinand E. Marcos; Chief-of-Staff of the Armed Forces of the Philippines and Secretary of Defense under the administration of former President Corazon Cojuangco Aquino; and founded the Philippine Army’s Special Forces and the Philippine National Police Special Action Force.

“Former President Ramos received several military awards including the Philippine Legion of Honor (March 18, 1988, and July 19, 1991); Distinguished Conduct Star (1991); U.S. Military Academy Distinguished Graduate Award and Legion of Merit (August 1, 1990); Distinguished Service Star(May 20, 1966, December 20, 1967, and August 3, 1981); Philippine Military Merit Medal (May 23, 1952); and the French Legion of Honor,” the resolution said.

On June 30, 1992, Mr. Ramos was elected as the 12th President of the Republic of the Philippines, and during his administration, he began implementing economic reforms intended to open up the once-closed national economy, encouraged private enterprise, invited more foreign and domestic investments, and reduced corruption.

Under his leadership, Mr. Ramos spearheaded the strategic framework for socio-economic development known as the “Philippines 2000” which envisioned the Philippines attaining the status of a newly industrialized country by the year 2000, citing a five-point program that included peace and stability; economic growth and sustainable development; energy and power generation; environmental protection; and streamlined bureaucracy;

“Former President Ramos issued numerous notable executive orders, including Executive Order No 152, Series of 1994 – “Providing for the Creation of the National Program for Unification and Development Council (NPUDC) and for other Purposes;” Executive Order No. 130, Series of 1993 – “Instituting The Balik Scientist Program Under The Department Of Science And Technology;”Executive Order No. 125, Series of 1993 – “Defining The Approach And Administrative Structure For Government’s Comprehensive Peace Efforts;”Executive Order No. 15, Series of 1992 – “Creating A Philippine Council For Sustainable Development;”Executive Order No. 19, Series of 1992 – “Constituting The National Unification Commission, Prescribing Its Authority And Functions And For Other Purposes;”Executive Order No. 12, Series of 1992 – “Providing For The Creation Of The Presidential Commission To Fight Poverty;” Executive Order No. 6, Series of 1992 – “Providing For The Creation Of The Presidential Council For Countryside Development;” Executive Order No. 3, Series of 1992 – “Creating A Presidential Anti-Crime Commission To Identify And Cause The Investigation And Prosecution Of Criminal Elements In The Country,” it added.
