THE eight-day filing of certificates of candidacy (COCs) for the May 12, 2025 off-season national and local elections ends on October 8.

But the candidates are not yet allowed to campaign, according to the calendar of activities of the Commission on Elections (Comelec).

The local candidates and their supporters, on the other hand, may start start campaigning 45 days before judgment day on May 12.

The local candidates are the district members of the House of Representatives, governors, vice governors, provincial board members, mayors, vice mayors and councilors.

Those running for national positions – senators and party-list groups – may only begin campaigning 90 days before Election Day.

In the view of many, the Comelec, chaired by George Erwin Garcia, ought to hit hard at those engaged in premature campaigning.

One of the nation’s top poll lawyers, Garcia has been going around the Philippines, warning bets against premature campaigning.

But the problem is the poll body lacks manpower resources to be able to fully enforce our election laws, rules and regulations.

“At saka, ang dami-daming palusot ng mga kandidato at mga supporter nila,” according to a long-time voter.

“Isa pa, walang nahuhuling vote-buyer at vote-seller dahil sa batas ay parehong parurusahan ang namimili at nagbebenta ng boto,” he added.

Despite the many problems during the elections, the poll body is seen to ensure the holding of clean, free, honest and peaceful elections in 2025.
